Mu Cang Chai is a mountainous district of Yen Bai province with 96% of the population being ethnic minorities, mainly H'Mong people. To concretize the content of improving the happiness index of the people, focusing on hunger eradication and poverty reduction, this locality has implemented many synchronous solutions on vocational training and job creation. As a result, since the beginning of the term, about 1,000 students have been trained in vocational skills, more than 1,200 people have been created jobs and nearly 1,500 people have shifted from agricultural to non-agricultural labor.
Thanks to the budget reaching the people and villages, people in the highlands of Mu Cang Chai district have developed wild boar farms, grown fruit trees, established traditional brocade weaving cooperatives, and gathered H'Mong women in the commune to restore weaving and beeswax painting to sell to tourists. With jobs, life has improved, and the poverty rate in Mu Cang Chai has decreased significantly.

Therefore, despite many difficulties, we will be determined to turn difficulties into advantages to effectively deploy investment capital sources and support sustainable livelihoods for the people” - Secretary of Mu Cang Chai District Party Committee Nong Viet Yen shared.
Identifying increasing income for people, not only eliminating hunger and reducing poverty but also striving to become rich is one of the key tasks to make people's lives more prosperous and happier. In recent years, Yen Bai has integrated many programs and projects to help people access loans, as well as scientific advances for production and business.
Mr. Giang A Sau in Sai Luong 3 village, An Luong commune, Van Chan district said that thanks to growing cinnamon, people here have a comfortable life. According to Mr. Sau, not only have they escaped poverty, the number of rich households in An Luong has also increased significantly thanks to afforestation, cinnamon planting, and livestock raising. "The government has helped with the "fishing rod", so if people work hard, they will succeed" - the H'Mong man said excitedly.
One of the examples of building happiness in Yen Bai is the movement of contributing and joining hands to build infrastructure in residential communities.
Mr. Dang Quang Thanh - Party cell secretary, head of Tien Phong village, Tan Huong commune, Yen Binh district - said that the village's greatest success in building the happiness index is changing people's habits. They have learned to be independent, to escape poverty and to beautify their houses. In addition to tea and grapefruit for economic gain, they now know how to grow flowers and ornamental plants. Previously, after the harvest, straw would be piled up on the road, but in recent crops, the straw is clean as soon as it is harvested. People are conscious of cleaning up after themselves...
Along with the general assessment criteria for the people's happiness index, Yen Bai province also researched and issued criteria to measure the happiness index of communities and organizations such as: Happy schools; happy residential areas; happy villages, hamlets, and residential groups; happy communes, wards, and towns... This mountainous locality strives to increase the people's happiness index by 15% by 2025 compared to the beginning of the term in 2020 (53.3%).
