Meeting task requirements in the new situation
Previously, the Yen Bai Provincial Federation of Labor had 8 professional departments, including overlapping and overlapping functions and tasks between departments.
After 2 reorganizations and reorganization in 2018 and 2020, the apparatus has been streamlined to 4 professional departments. However, some functions and tasks have not been clearly defined, making it difficult to perform the task.
In addition, the assignment and decentralization are not really reasonable, and there is still intermediation, causing delays in the direction and management process.
Implementing the direction of the Party Delegation of the Vietnam General Confederation of Labor and the Yen Bai Provincial Party Committee, the Provincial Federation of Labor has reviewed, studied and developed a Project to reorganize and streamline the apparatus.
In particular, focusing on the principle of ensuring the comprehensive leadership of the Party over trade union work; Complying with legal regulations, the Charter of the Vietnam Trade Union and guiding documents of the Vietnam General Confederation of Labor; Based on the practice of the province, in accordance with the characteristics and situations of each locality and unit; Ensuring the legitimate and legal rights of cadres, civil servants, public employees, workers...
The goal of the Project is to focus on arranging, perfecting and streamlining the organizational apparatus of the Yen Bai Provincial Federation of Labor, reducing the number of internal units, dissolving industry unions, provincial civil servant unions and establishing trade unions of Party and Government agencies; Building a streamlined, strong, effective and efficient trade union organization, meeting the requirements of tasks in the new situation. Improve the quality of the trade union staff, meeting the increasingly high requirements of the work of mobilizing workers, civil servants and laborers.
Strengthening the Party's leadership in trade union work
From the above reality, the Yen Bai Provincial Federation of Labor has arranged the professional departments, while maintaining the functions and tasks of the Office and the Organizing - Inspection Committee. Merge the Department of Legal Policy and Labor Relations, the Department of Propaganda and Women's Affairs into the Department of Professional Affairs to overcome the overlapping functions and tasks between the two departments. This is a condition for cadres and specialists to maximize their abilities and strengths.
Second, organize the dissolution of industry unions and equivalents (Inclusion of Education Trade Unions, Health Trade Unions and Provincial Civil Servants' Trade Unions) to create conditions for grassroots trade unions under the Labor Federations of districts, towns and cities to operate more effectively. Establish the Trade Union of Party and Government Agencies of the province under the Yen Bai Provincial Federation of Labor.
This establishment aims to strengthen the Party's leadership over trade union work in Party and Government agencies, while creating conditions for cadres, civil servants and public employees in agencies to actively participate in trade union activities.
Third, maintain the model of the Trade Union of industrial parks and continue to promote its role as a bridge between workers and enterprises, contributing to building harmonious, stable and progressive labor relations in enterprises.
Fourth, on the basis of reorganizing the apparatus, the Yen Bai Provincial Federation of Labor conducts a review and assessment of the capacity and qualities of the union staff, thereby developing appropriate arrangement and arrangement plans, ensuring maximum promotion of the capacity of each staff. Implement support policies for redundant cadres due to organizational arrangement, ensuring the legitimate and legal rights of cadres.
To successfully implement the Project, the Yen Bai Provincial Federation of Labor identified key solutions. In which, focusing on strengthening propaganda and dissemination work. Organize conferences and training courses to thoroughly grasp the content and significance of the Project to all cadres, civil servants, public employees and workers in the trade union system. Strengthen information and propaganda work on mass media to create consensus and support from society.
With the high determination of the collective leadership and union officials, the close attention and direction of the Vietnam General Confederation of Labor, the Yen Bai Provincial Party Committee and the close coordination of the Departments, branches, and localities, the Project to reorganize and streamline the apparatus of the Provincial Federation of Labor has been successfully implemented. After the arrangement, the units have stabilized their organization and operation, promptly performing their assigned functions and tasks.
