In order to ensure the legitimate rights of health insurance (BHYT) participants and maintain smoothness in medical examination and treatment (KCB), Ho Chi Minh City Social Insurance (BHXH) has just issued Official Dispatch No. 665/BHXH-GĐBHYT dated September 8, 2026, sent to KCB facilities in the area on urgently upgrading and updating hospital management software (HIS).
Previously, on July 27, 2026, Ho Chi Minh City Social Insurance had Official Dispatch No. 480/BHXH-CDBHYT on implementing the adjustment of the Data Reception Portal of the Health Insurance Assessment Information System to meet the use of personal identification numbers/citizen ID cards to replace social insurance codes according to the roadmap from August 15, 2026 of Vietnam Social Insurance. The health insurance card code structure in the new format includes 17 characters, combining subject codes, benefit levels with personal identification numbers/citizen ID cards.

According to Ho Chi Minh City Social Insurance, through monitoring and actual feedback from health insurance participants, currently some medical examination and treatment facilities have not yet upgraded and updated the hospital management software system to adapt to this new 17-character structure. This technical delay has led to disruption of legitimate medical examination and treatment rights of people, and even in some places, cases of refusal to receive health insurance medical examination and treatment patients have arisen.
Ho Chi Minh City Social Insurance requests heads of health insurance medical examination and treatment facilities to urgently coordinate closely with HIS software solution providers to update and reconfigure data fields to receive, look up and comprehensively process health insurance card codes according to the new structure (17 characters) on the Data Reception Portal of the Health Insurance Appraisal Information System.
In particular, Ho Chi Minh City Social Insurance emphasized that medical facilities must absolutely not allow the situation of refusing to receive, delaying service or requiring health insurance patients to pay for medical examination and treatment costs themselves just because the hospital management software has not been updated in time. Heads of medical examination and treatment facilities must be fully responsible before the law and management agencies if complaints or reflections arise affecting the rights of health insurance participants.

For technical problems arising during the implementation process, medical examination and treatment facilities need to proactively contact the Information Technology Department or the Health Insurance Regime Department under Ho Chi Minh City Social Insurance for coordination and timely handling support.
