On April 8, Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province confirmed that regarding the case of thousands of cadres and teachers working in communes in areas I and II in Cam Lo district being owed regional allowances, the People's Committee of Quang Tri province has requested relevant units to review.
"The People's Committee of Quang Tri province assigned the Department of Finance to preside over and coordinate with the Department of Home Affairs and relevant sectors and localities to review and propose the Provincial People's Committee to handle the cost for the People's Committee of Cam Lo district to pay to the subjects" - Mr. Ha Sy Dong informed.
Previously, on December 20, 2024, the People's Committee of Cam Lo district submitted a document to the People's Committee of Quang Tri province requesting additional funding to implement the regional allowance regime for workers working in communes in regions I and II in Cam Lo from 2014 to 2023. The amount of money that the People's Committee of Cam Lo district proposed that the Provincial People's Committee allocate to pay allowances is nearly 7.3 billion VND, of which more than 5.9 billion VND will be paid to school units and more than 1.3 billion VND will be paid to communes.
However, the proposal of the People's Committee of Cam Lo district has not been considered. Therefore, on April 2, 2025, Cam Lo District People's Committee continued to submit a document to Quang Tri Provincial People's Committee and the Provincial Department of Finance requesting consideration of adding nearly 7.3 billion VND above.
As reported, the payment of regional allowances to workers working in disadvantaged communes in Cam Lo district was carried out from 2005 to 2013. Since 2014, due to changes in the allowance coefficient according to the decisions of the Ethnic Committee and the Prime Minister, some communes have had their allowance coefficients cut or adjusted. Specifically, Cam Chinh and Cam Nghia communes were reduced from 0.2 to 0.1; Cam Thuy commune was completely cut off; Cam Tuyen commune kept the coefficient of 0.2 and Cam Thanh kept the coefficient of 0.1.
By 2021, according to Decision No. 861/QD-TTg of the Prime Minister, Cam Lo district no longer has communes eligible for regional allowances. However, according to Official Dispatch No. 1719 of the Department of Home Affairs in December 2023, the regulations on regional allowances are not affected by Decision 861. This means that the subjects are still entitled to allowances according to the old regulations.
Determining that the payment of regional allowances is the legitimate wish of workers and to the right subjects, the People's Committee of Cam Lo district has directed specialized agencies to review and synthesize to have detailed reports on the funding source to be paid. Due to limited local funding, Cam Lo District People's Committee has proposed that the Provincial People's Committee consider and supplement funding to pay for those who are lacking allowances from 2014 to 2023, but so far there has been no consideration for support.
