Member of the Politburo, Standing Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 759/QD-TTg approving the Scheme of arranging and reorganizing administrative units at all levels and building a model of organization of local governments 2 levels (projects).
Regarding the payroll of cadres, civil servants and public employees, the project stated that, due to the size of the administrative unit at the commune level larger than the present and the tasks and powers of the local authorities increased (performing all the tasks and powers of the current district and commune authorities).
Accordingly, the Government is expected to pay commune -level cadres, civil servants and officials in the direction as follows:
In the immediate future, the number of cadres, civil servants and officials of the district and cadres and civil servants of the existing commune level before arranged to arrange for new commune -level administrative units (after arrangement).
Carry out the review and streamlining of payroll associated with restructuring and improving the quality of cadres, civil servants and officials at the commune level to meet the task requirements and ensure that within the basic 5 -year period in accordance with regulations.
The Government assigned the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies based on the population size, natural area, functions, tasks and powers of the local authorities as a basis for building and completing the job position to submit to the competent authority to assign the staff, civil servants and officials at the commune level to localities.
Ending the use of part -time activists at the commune level; Assigning local authorities to consider and can arrange part -time operating people at the commune level to meet the requirements of tasks to work in the village and the residential quarter.
At the same time, implementing policies for leave for part -time activists at the commune level without arranging the work as prescribed.
Based on the population size, natural area, socio-economic development level of communal administrative units and the Government, oriented to assign the total payroll of the local authorities to the localities to localities (an average of about 32 payrolls/1 commune level).
On that basis, assigning the provincial local authorities to decide the number of payrolls for local authorities of each commune administrative unit in the area to suit practical requirements.
