According to the Government Electronic Information Portal on March 4, the Ministry of Home Affairs has just sent an official dispatch to the People's Committees of provinces and centrally run cities on reviewing and reporting on the number and quality of commune-level cadres and civil servants.
In this document, the Ministry of Home Affairs clearly stated the implementation of Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo on a number of contents and tasks to continue to reorganize and streamline the apparatus of the grassroots political system in 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on the implementation of research and proposal to continue reorganizing the apparatus of the political system, performing functions and tasks of state management for commune-level cadres and civil servants. The Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to review and report on the number and quality of commune-level cadres and civil servants (as of December 31, 2024).
According to the Ministry of Home Affairs, due to the urgent task requirement under the direction of the Politburo, it is recommended that the People's Committees of provinces and centrally run cities send it to the Ministry of Home Affairs before March 10, 2025 for synthesis and reporting to competent authorities.
The urgent arrangement, organization, and arrangement of cadres, civil servants, and public employees, and handling of public assets after the arrangement to ensure early stability to organize party congresses at all levels in 2025 is one of the key contents and tasks that the Ministry of Home Affairs has just put forward in the Program for practicing thrift and combating waste of the Ministry of Home Affairs.
According to this program, the Ministry of Home Affairs will continue to guide and urge 51 localities to implement the arrangement of district and commune-level administrative units in the 2023-2025 period approved by the National Assembly Standing Committee;
Continue to review and propose plans to merge district and commune-level administrative units for administrative units that do not meet the criteria on area and population according to Resolution 35/2023/UBTVQH15 of the National Assembly Standing Committee to proactively plan the arrangement of district and commune-level administrative units for the period 2023-2030.
At the same time, promote the implementation of staff streamlining associated with the arrangement of the apparatus and restructuring, improving the quality of the staff, civil servants and public employees to ensure the target for the period 2021-2026, the entire political system will streamline at least 5% of staff, civil servants and at least 10% of staff to receive salaries from the state budget according to Conclusion No. 40-KL/TW dated July 18, 2022 of the Politburo on improving the effectiveness of the management of the staffing of the political system for the period 2022-2026.
