Combining KPI with multidimensional feedback in innovating civil servant assessment

The draft Decree on the assessment and classification of civil servant quality was drafted by the Ministry of Home Affairs, recording many in-depth opinions on the new points of the draft. One of the notable issues is the assessment of civil servants using KPI (work performance assessment index) and many opinions say that KPI helps to qualify work performance but is not a "magic stick", it needs to be combined with OKR (key targets and results), 360-degree feedback and streamlining criteria to ensure feasibility.
