According to Decree No. 77/2026/ND-CP dated March 17, 2026, the National Technology Innovation Fund (abbreviated as the Fund) is a public non-business unit, directly under the Ministry of Science and Technology operating in the field of science, technology and innovation.
The Decree also stipulates 4 functions of the Fund, including:
Sponsoring and ordering the implementation of innovation tasks includes: technology innovation tasks; intellectual property rights development tasks, improving productivity and quality; creative startup support tasks; loan interest rate support tasks; support tasks through financial support vouchers.
Funding and ordering the implementation of national innovation programs issued by the Minister of Science and Technology and other national programs in the field of innovation approved by competent authorities.
Sponsoring and ordering the implementation of special science, technology and innovation tasks, special national science, technology and innovation programs assigned by competent authorities for technology application, technology transfer, technology innovation, and innovation.
Supporting funding for technology application, technology transfer, technology innovation, and innovation. Supporting the development of innovation systems, innovative startup ecosystems, and promoting innovation culture and innovative startups.
This Decree takes effect from March 17, 2026.
