The Ministry of Science and Technology is preparing to submit 4 draft laws to the Government in September

On the morning of September 4, the Ministry of Science and Technology (MTST) held a regular press conference for August chaired by Deputy Minister Bui Hoang Phuong.

According to information from the Ministry of Science and Technology, in August 2025, the Ministry of Science and Technology advised and submitted to the Government and the Prime Minister to issue 4 Resolutions, 1 Decree, 3 Circulars and 2 important Decisions.

Notable are the Resolutions to add the draft Law amending the Law on Intellectual Property, the Law on Technology Transfer, the Law on High Technology (amended) to the 2025 legislative Program; along with the Resolution to remove obstacles for projects applying information technology using budget capital. The Ministry also coordinated with the Ministry of Home Affairs to develop a Decree on the selection and use of general projects for engineers and Chief Architects in the fields of science, technology, innovation and national digital transformation.

The Ministry has organized many outstanding activities such as: The 1st Party Congress of the Ministry, term 2025-2030; chaired many major events such as exhibitions of scientific achievements, AI forums in the digital age, and led the Vietnamese intellectual Bloc to attend parades and parades. In addition, the Ministry also issued a set of stamps to celebrate the 80th anniversary of the National Day, organize traditional activities of the Post and Science and Technology sector, and strengthen international cooperation with many large corporations and organizations.

In August alone, the Ministry organized 12 working groups in 34 provinces and cities to remove difficulties and support localities in implementing tasks of developing science and technology, innovation and digital transformation.

According to the plan, in September 2025, the Ministry of Science and Technology will focus on developing and submitting to the Government 4 draft laws, including: Law on High Technology (amended), Law on Technology Transfer (amended), Law on Intellectual Property (amended) and Law on Digital Transformation.

The Ministry will also complete 16 draft Decrees guiding the 5 Laws that have just been passed by the National Assembly; at the same time, submit to the Prime Minister decisions on the AI Strategy to 2030, the Digital Government Development Program and the National Digital Architecture Framework.
