From Studying the Peoples Union to Studying the Digital Union
In 1945, the Folklore Education movement launched by President Ho Chi Minh created a breakthrough in education, helping Vietnam eliminate illiteracy in the early days of the countrys founding.
After 80 years, this historical significance is still valid in the current context, when Vietnam is accelerating the development of science and technology and digital transformation to make a breakthrough in the new era. The movement of "digital education for the whole people" is currently spreading strongly in society, especially in the younger generation, to improve digital capacity for the entire population.
Recently, in Hanoi, the Central Committee of the Vietnam Association of Disabled Youth in collaboration with Microsoft Vietnam launched the "Digital Education platform" movement among disabled Vietnamese youth. The "Digital cradle platform" support team brings together leading experts in many fields, such as: AI, Blockchain, Safety and Information Security, Digital content creation, commentators, programmers... These experts will directly provide free training for young people with disabilities, helping them apply technology to their work and life.
According to Mr. Pham Van Thanh, President of the Central Committee of the Vietnam Association of Disabled Youth, the goal of the program is "Who knows how much to teach a lot, who knows how little to teach a little, who does not know, learn a little", encouraging everyone to share knowledge together to develop community digital capacity.
Or in Thai Nguyen, this province launched the "AI Ethnology Program" program from the end of 2024 with content according to 5 levels of qualifications, from using AI to process documents, write reports to the highest level of developing creative business models. Currently, the movement in Thai Nguyen is in phase 3: Deploying AI classes at the grassroots level, applying an online and in-person learning model, using effective micro-learning methods.
On March 14, Hai Phong launched the "Digital education platform" movement across the city with contents such as Launching the Digital Education platform of Cau Tre Ward (Ngo Quyen District), propagating and guiding Internet access, securing basic information, avoiding digital fraud; identifying and preventing bad and toxic information in the digital space.

Dedicate resources to develop and defeat artificial intelligence
At the policy forum "Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era" held on March 14, Politburo member and Prime Minister Pham Minh Chinh raised the issue: In the effort to turn the situation around and change the state of semiconductors and AI in Vietnam, lifelong learning for each individual is very important.
To ensure the development of human resources to meet the requirements of developing the semiconductor and AI chip industries, according to the Prime Minister, this is the biggest challenge but Vietnam is focusing on implementing it, having solutions to innovate the education and training system towards better quality, focusing on promoting basic research, training English as the second language, and reasonable training flow with the spirit of lifelong learning.
The Prime Minister suggested that partners transferring technology to Vietnam prioritize receiving Vietnamese people to work, participate in leadership and management in leading corporations and enterprises in the world; contribute to training high-quality human resources, develop international training centers and facilities in emerging industries; diversify training forms suitable for each period and stage, maximize the spirit of lifelong learning.
Resolution 57 of the Politburo is also implementing solutions to promote technology absorption and spread digital knowledge to the entire population, in which "Digital education for the whole population" is a requirement that needs to be implemented immediately.
Regarding resources, the Government has issued a directive on allocating the State budget for scientific research to serve strategic technologies, meeting the requirements of Resolution 57-NQ/TW. Ensure that at least 3% of the budget is allocated for science and technology and continue to increase the ratio to 2% of GDP in the next 5 years. A 5% GDP rate can be arranged immediately if necessary and used, creating confidence for scientists and businesses, to be completed in December 2025.
A part of this important budget will be used to train and speed up the digital education process.
The Government also assigned the Ministry of Science and Technology to preside over and coordinate with technology corporations (VNPT, CMC, FPT, Viettel...) to build an investment mechanism, deploy a comprehensive digital transformation solution in 1 locality and expand nationwide, to be completed in June 2025.
Resolution 57-NQ/TW sets out the guiding viewpoint: Fast and sustainable development, gradually self-sufficient in technology, especially strategic technology; prioritizing national resources for investment in the development of science, technology, innovation and digital transformation. maximize Vietnam's potential and intelligence associated with quickly absorbing, absorbing, mastering and applying advanced scientific and technological achievements in the world; promote applied research, focus on basic research, move towards autonomy and technological competition in some areas of Vietnam with demand, potential and advantages".
Developing a plan, creating a widespread and effective digital education movement, in fact, is to create a foundation to create a process of establishing a new, advanced and modern production method - "digital production method" with a harmonious combination of humans and artificial intelligence. There, each person determines to study for life so as not to be replaced by AI but to the contrary, know how to apply, develop and defeat AI.
