On August 16, the Ministry of Justice said that it had issued document No. 5006/BTP-HCTP on solutions to overcome difficulties and problems in using the Social Policy Management Registration Software to serve the operation of local government at both levels to the Central Party Office.
In this document, Deputy Minister of Justice Nguyen Thanh Tinh said: The Ministry of Justice receives daily reports from the Central Party Office" on the situation and results of the implementation of Plan No. 02-KH/BCDTW, which reflects the contents related to difficulties and problems in implementing the Electronic Household Registration System.
Regarding the solution, the Ministry of Justice implements the following solutions:
For errors related to functions and data, the Ministry of Justice has corrected them (details have been converted, civil status procedures have been fully implemented since August 11, 2025); errors on software, the Ministry of Justice has directed technical units to fix them immediately after receiving feedback/commitment of errors;
For errors in connection, transfer of records and data, the Ministry of Justice has arranged a standing group to coordinate with the provincial-level Administrative Procedure Information System and Interconnected Public Service Software (C06 - Ministry of Public Security) to fix them;
According to statistics, 26 provinces and cities are using VNPT's i-Gate Software, Hanoi and Thai Nguyen provinces are using Mobifone's products, Quang Ninh is being supported by FPT and 5 localities are using the Software of other technology units. The Ministry of Justice has directed the Department of Judicial Administration to work with VNPT to agree on identifying errors, shortcomings, solutions, and requesting VNPT to complete the work; is continuing to discuss with the remaining service providers to agree to ensure the handling is completed before August 25, 2025.
For user-related errors, the Ministry of Justice has discussed and guided them, and has so far resolved them all; deployed the organization of direct guidance and support for localities in the process of using the software through many support channels.
In August 2025, the Ministry of Justice will organize working groups to inspect and directly guide a number of localities facing many difficulties and problems to support localities in overcoming them, expected to be implemented in 12 localities with the members being leaders of ministries and heads of relevant units to urge and support localities.
