The People's Council of Lang Son province has just passed Resolution No. 11/2025/NQ-HDND stipulating the collection rate, collection and payment of civil status fees in the province.
Accordingly, domestic civil status procedures such as birth registration and death registration have a fee of 8,000 VND; marriage registration of 30,000 VND; procedures for receiving father, mother, child or changing or correcting civil status for people under 14 years old is 15,000 VND.
For people aged 14 and over, the fee for changing and correcting civil status is 28,000 VND.
In particular, household registration procedures with foreign factors have higher fees, in which registration for marriage or receiving a father, mother, and child is 1.5 million VND per case; registration for birth and death is 75,000 VND; changes, amendments, and supplements to household registration have a fee of 28,000 VND.


The Resolution also stipulates exemption from civil status fees for cases: family members with meritorious services to the revolution, poor households, people with disabilities, the elderly, ethnic minorities in particularly difficult communes; at the same time, exemption from registration procedures for birth and death on time, supervision, termination of custody, and marriage of Vietnamese citizens residing in the country.
The entire amount of fees confiscated by households will be paid 100% to the State budget.
The Resolution takes effect from July 1, at the same time abolishing the previous Resolution No. 44/2017/NQ-HDND on the collection rate and the deduction rate left to the household fee collection agency.
