The Center for Startup and Innovation (CiNEC) under the Department of Science and Technology of Ca Mau province. This is an event marking a strategic shift in the province's development orientation, from resource exploitation to an economy based on knowledge, science and technology and innovation.
Speaking at the ceremony, Vice Chairman of Ca Mau Provincial People's Committee Nguyen Minh Luan emphasized: "CiNEC is not just an ordinary administrative unit but a commitment of the government in creating an ecosystem to nurture breakthrough ideas. We place our trust in knowledge and creative capacity of the young generation of Ca Mau.
CiNEC was born with a specific mission: incubating ideas, testing technology, connecting resources and promoting the commercialization of innovative products.
With the orientation to become the most dynamic center in the Mekong Delta region by 2030, CiNEC implements 6 key task groups: Incubating startups to support from ideas to product commercialization; Training human resources to improve startup capacity and technology skills; Supporting technology to operate R&D Labs, Pilot workshops (Pilot), VR/AR areas; In-depth consulting: legal, intellectual property, capital raising; Connecting investment in organizing Pitching, Demo Day, trade promotion; Advising on policies to design testing mechanisms (sandboxes) for new models.

CiNEC focuses resources on key economic sectors of the locality and global trends, including: Agriculture, fishery, forestry products applying high technology and climate change adaptation; deep processing of agricultural, forestry, and fishery products; IoT technology and digitization in agriculture and fishery; ecotourism, culture, community; Renewable energy and environment; digital economy, digital platform of public and private services; education, learning technology, knowledge transfer; cultural and creative industry.
The center is located at 16-18 Cu Chinh Lan, Bac Lieu ward, Ca Mau province. These are 2 headquarters of the Department of Information and Communications and the old Bac Lieu Provincial Development Investment Fund.
