
According to information from the Ministry of Science and Technology, Vietnam has just announced a list of 10 strategic technology groups and a series of key strategic technology products such as: AI, semiconductor chips, green hydrogen, quantum technology or low-orbit satellites to create new growth momentum and promote technological autonomy.
The Prime Minister has issued Decision No. 21/2026/QD-TTg dated April 30, 2026 on the List of strategic technologies and the List of strategic technology products. The decision is considered an important step to focus resources on developing core technologies, foundational technologies and areas with a major impact on economic growth, competitiveness as well as national security.
According to the Decision, Vietnam identifies 10 key strategic technology groups, covering many key areas of the digital economy and future industry. In which, digital technology plays a central role with fields such as artificial intelligence (AI), big data, digital copies, cloud computing, frontier computing, Internet of Things and blockchain. This is considered the core foundation for the national digital transformation process in the new stage.
The list also includes many other important technology fields including next-generation mobile network technology, robotics and automation, advanced biotechnology and biomedicine, advanced energy and material technology, semiconductor chip technology, network and quantum security technology, marine, ocean and underground technology, aerospace technology, high-speed railway and urban railway technology.
In parallel with the strategic technology portfolio, the Government also announced a portfolio of strategic technology products with two large groups.
The first group includes products that already have markets and are capable of directly impacting economic growth. Prominent among them are large-language Vietnamese models, virtual assistants and specialized AI, AI cameras processing at the border, cloud computing platforms, digital copies platforms, 5G/5G-Advanced network equipment and systems, industrial robots, smart manufacturing platforms and network security solutions for key infrastructure and national databases.
The field of biotechnology and biomedicine is also emphasized with a series of products such as new generation vaccines, cell therapy, individualized medical production systems applying 3D printing technology, smart biosensor systems and new generation plant, animal, and aquaculture varieties applying gene technology.
In the field of energy and new materials, the portfolio includes advanced battery and energy storage systems, green hydrogen technology, carbon capture and storage systems, and high-performance materials serving the processing and manufacturing industry.
The second group is long-term fundamental technology products, which play a role in creating new growth momentum and ensuring technological autonomy in strategic areas. This group includes specialized chips, quantum technology, deep-sea mineral exploitation and processing technology, oil and gas and rare earths, deep-sea and offshore energy exploration technology, small-module nuclear reactors (SMR), Earth observation low-orbit satellites and industrial platforms serving high-speed railways, urban railways.
According to the Decision, the Ministry of Science and Technology will take the lead in reviewing and periodic assessment to submit to the Prime Minister for updating the list of strategic technology and strategic technology products suitable to socio-economic development requirements in each period. The Decision takes effect from July 1, 2026 and replaces the previous regulations issued in 2025.
The establishment of a strategic technology portfolio is expected to create a new impetus for Vietnam's innovation ecosystem, while helping to improve competitiveness and be more proactive in the global technology race.
