On the morning of July 30, speaking at the opening ceremony of the Da Nang SURF Innovation and Startup Festival 2025, Deputy Minister of Science and Technology Hoang Minh affirmed that innovation is no longer a trend but an inevitable driving force, a solution to the problem of rapid and sustainable development of the country.
Vietnam currently ranks 55th globally in the startup ecosystem, 5th in Southeast Asia and especially 28th globally in the number of startups. The ecosystem is increasingly diverse with strong growth in areas such as financial technology, AI, education, healthcare, etc.
For Da Nang, the city has taken appropriate steps, effectively implementing many specific policies, building infrastructure to support startups, forming creative spaces, and enhancing connections between schools, businesses and the community. The city has been honored as an "Inovative Startup Attractive City" for 4 consecutive years, ranking 5th nationwide in the Local Innovation Index, and rising 130 places on the global StartupBlink ranking.
However, the Deputy Minister also pointed out that the Vietnamese startup ecosystem still has many limitations: low rate of startups, declining risk capital flows, unsynchronized policies, weak linkages...
He said that Resolution 57 of the Politburo has identified innovation as the foundation, the central driving force, in which enterprises are the center, the state creates and creates a favorable environment.
Accordingly, the Law on Science, Technology and Innovation recently passed by the National Assembly will create a strong legal corridor. The budget for this activity is increased to 2% of total regular budget expenditure, with development investment capital at least reaching 1% of the state budget.
In particular, the Deputy Minister announced a number of new points that will be submitted to the Government in October 2025, including the formation of a network of innovation centers from the central to local levels - in which Da Nang is selected as the national center; establishment of a state-owned enterprise-level and local-level state-owned enterprise-level risk capital investment fund; building a separate securities market for startups; reorganizing the National Technology Innovation Fund, directly supporting businesses to buy copyrights, train, increase productivity, loan interest rates...
The Ministry of Science and Technology will also submit amendments to the Law on Intellectual Property and the Law on Technology Transfer, converting intellectual property into mortgaged property, promoting transactions, valuations, and commercialization of technology. Along with that is the National Startup Project, spreading the spirit of creativity to the entire people, forming a one-man enterprise model based on a digital platform.
"The achieved results and political determination show that Da Nang has a great advantage to develop strongly, build a national innovative startup center in the Central - Central Highlands.
The Ministry of Science and Technology highly appreciates the efforts of Da Nang city in innovation activities and creative startups in particular. Propose to continue promoting advantages, building a risk-off investment fund, a science and technology fund, building a new technology testing sandbox, striving to be in the top 500 cities in the global startup ecosystem by 2030 Deputy Minister Hoang Minh emphasized.
