Speaking at the working session with the Minister of Science and Technology on July 28, Mr. Nguyen Van Quang - Secretary of the Da Nang City Party Committee - affirmed that before Resolution 57, Da Nang city had clearly identified that in order to develop sustainably, science - technology, innovation and digital transformation must be used as a foundation, and the city has also persistently followed this orientation, gradually concretizing it into tasks and implementing them.
The city has achieved three outstanding achievements. Firstly, the city has built institutions as a foundation for the development of science and technology, innovation and digital transformation. Specifically: Resolution 136 of the National Assembly, Decree 154 of the Prime Minister. Da Nang in particular has a mechanism for infrastructure development through public investment, which is used to serve startups, innovation and leasing.
Previously, according to the Law on Public Asset Management, public assets were not allowed to be leased. But now, according to Resolution 136 and Decree 154, the Government has allowed implementation, creating conditions for the city to implement it" - Mr. Quang said.

In particular, with the Minister's working visit this time, Da Nang has had new infrastructure to attract science and technology enterprises and startups.
Resolution 136 of the National Assembly also has very specific mechanisms, especially for students in the fields of entrepreneurship, innovation and policies to attract high-quality human resources in the field of science and technology.
Second, up to now, Da Nang is one of the localities with a science and technology infrastructure, especially information technology - serving digital transformation and digital technology, with 4 concentrated information technology parks. According to the digital technology law, these areas will be converted into digital technology industrial parks with specific mechanisms.
For example, FPT's centralized IT area has attracted more than 10,000 programming engineers to work. The city is also aiming for Concentrated IT Park No. 2, expected to attract more than 6,000 people.
Third, the city has attracted high-quality human resources in the fields of information technology, semiconductors and artificial intelligence. The ecosystems of universities in Da Nang are also becoming one of the strong ecosystems today.
The three important results mentioned above have created initial conditions for the city to effectively implement Resolution 57 of the Politburo.
On that basis, Da Nang determined a development strategy towards becoming three centers: a national innovation startup center, a digital transformation center in Southeast Asia and an international financial center, focusing on green finance and digital finance.
However, according to Secretary of the City Party Committee Nguyen Van Quang, with the requirements of Resolution 57 of the Politburo, the Central Government, and the City of Da Nang, it is also determined that there must be new orientations, ways of going, steps to do and new preparations in the next phase, especially the requirements of awareness in direction and implementation.
Da Nang hopes that through the working session with the Ministry of Science and Technology, it will clarify the current difficulties and problems, thereby finding and providing the right direction, focusing on, contributing to bringing the city into an era of strong growth in science - technology, innovation and digital transformation.
