The Hanoi Party Committee Office has successfully integrated 4 administrative procedures of the Party into the National Public Service Portal, including: collecting and paying the party fee; Collect comments of the Party Committee and Party cell for their party members to perform the duties of the residence; Official party activities; Temporary Party activities.
These procedures are implemented throughout Hanoi from June 1, 2025.
Accordingly, the steps to carry out administrative procedures for online party fee collection and payment are as follows:
- Step 1: Access and log in to the Party's Administrative Procedure Information System or the National Public Service Portal at: https://dvc.hanoi.dcs.vn or https://dichvucong.gov.vn.
On the home screen, select "log in". Then, select "Electronic identification account issued by the Ministry of Public Security for citizens" and log in to VNeID in 2 ways.
Method 1: Enter your personal identification number, password, select "Login" and get a login confirmation code sent to the VNeID application or via text message, enter a login confirmation code.
Method 2: Scanning the QR code using the VNeID application.
- Step 2: Select " Pay party fees" on the homepage screen of the National Public Service Portal, or select "Party members pay party fees" on the homepage screen of the Party's Administrative Procedure Information System.
- Step 3: The system displays the number of party fees that party members must pay for the current term. Party members check the information, if the information is incorrect, go to the function "Change account information for party members" to update the information.
- Step 4: Select to confirm the fee payment information is correct; select " Pay fees online"; select a bank to make payment; select " Payment" and perform payment operations according to instructions
- Step 5: When the payment is successful, the system will have a notification and allow printing the payment receipt.
Regarding online payment of party fees for Party cells, carry out the following steps:
- Step 1: The representative of the Party cell (Secretary, Deputy Secretary of the Party cell or the assigned person) accesses and logs in to the Party's Administrative Procedure Information System.
- Step 2: Select " Pay party fees" for the Party cell on the homepage screen.
- Step 3: Select "submit both the Party cell" or "add more party members" to choose to submit to some party members in the Party cell. The system displays the number of party fees that party members on the list must be closed for the current period. The representative of the Party cell checks information, if the information is not correct, it is suggested that the party members in the function of "changing account information" for party members to update the information.
- Step 4: Select to confirm the fee payment information is correct; select " Pay fees online"; select a bank to make payment; select " Payment" and perform payment operations according to the instructions.
- Step 5: When the payment is successful, the system will have a notification and allow printing the payment receipt.
When completing the payment of party fees, party members or party cell representatives can view the list of party fee payment transactions that they have made according to the following steps:
- Step 1: Access and log in to the Party's Administrative Procedure Information System.
- Step 2: On the homepage screen, select "List of Party fee transactions".
- Step 3: The system displays a list of transactions for paying party fees of party members.
