The Ministry of Home Affairs is seeking opinions on the draft Decree on training and fostering civil servants (expected to abolish regulations on training and fostering civil servants in Decree No. 101/2017/ND-CP and Decree No. 89/2021/ND-CP).
In order to promptly implement the Law on Cadres and Civil servants amended in 2025 and meet the urgent requirements of structure, improve the quality of the contingent of civil servants after implementing the 2 -level local government model, in the immediate future, the Ministry of Home Affairs proposes to formulate a decree to train and foster civil servants to detail the regulation 28 and Article 29 of the Law on cadres and civil servants in 2025.
At the same time, before the requirements of innovation and improvement of human resources, especially high quality human resources in the public service system, the training of civil servants must have a strong innovation, creating a legal corridor to train new specialties in science and technology, innovation, transformation to meet the task requirements in the new situation and the development of the country.
Therefore, the Ministry of Home Affairs proposes to train secondary school graduation certificates at university level for civil servants to develop high-quality human resources of agencies and units for majors in: science, technology, innovation, digital skills, digital technology.
Another principle is postgraduate training for civil servants to improve their qualifications, expertise, and professionalism to meet the requirements of building and developing high-quality human resources of agencies and units.
Regarding postgraduate training conditions, besides the provisions of the working time as before, the draft decree, the Ministry of Home Affairs proposes to stipulate the conditions for postgraduate school for civil servants: Not more than 45 years old from the time of being sent to postgraduate training for the first time; There are commitments to perform tasks and official duties at agencies and units after completing the training program for at least 3 times the training period.
According to the drafting agency, the regulation of increasing the age of sending masters training to 45 years old and the time to commit to cadres, civil servants and officials working at agencies and units increased to 3 times to suit the retirement age has been extended as prescribed in the Labor Code in 2019 and ensure a strong enough sanction to keep civil servants working at the agency or unit for civil servants.
