According to the document, the Government is urgently completing the Law on Organization of Local Government to amend and develop 28 decrees on decentralization, delegation of authority and division of authority of local governments at all levels, ensuring the correct implementation of the motto "locality decides, locality does, locality is responsible", meeting the requirements of modern, professional local governance and serving the people.
Accordingly, there will be 1,065 tasks and powers of the district level currently transferred to the newly implemented commune level and the new tasks according to the provisions of the draft Law on Organization of Local Government being reviewed by the National Assembly.
In addition, implementing the direction of the Prime Minister and the Chairman of the National Assembly in the implementation of decentralization and decentralization associated with the implementation of the 2 -level local government model and the Ministry of Home Affairs to request the Secretary of the Provincial Party Committee, the Party Committee and the Chairman of the People's Committee of the provinces and cities to pay attention to the leadership and direction of the arrangement and arrangement of cadres and civil servants holding leaders and management titles at the People's Committee of the People's Committee and the People's Committee of the People's Committee and the People's Committee of the People's Committee.

Finally, this agency also requires timely review of the personnel plan of the newly established commune level; in case the cadres and civil servants expected to be arranged and assigned do not meet the requirements of the task, mobilize and increase cadres and civil servants with capacity and experience in leadership and management from the provincial to the commune level.
