In the process of implementing the Project to establish a high-tech zone with an expected scale of more than 500ha in the area belonging to Ham Thuan Bac and Ham Thuan Nam districts of the old Binh Thuan province, now belonging to Lam Dong province, experts emphasized to pay attention to the human resource problem.
The calculation of resources, including operating human resources, is set as an important basis for assessing feasibility before implementing the next steps.
According to the proposed plan, the high-tech park has a scale of more than 500ha, oriented to develop according to a green, smart, multi-functional and multi-industry model. Research, development, trial production, services and logistics activities are expected to be organized in the same space.
The proposed area has advantages in terms of traffic connection when it has access to Vinh Hao - Phan Thiet expressway, National Highway 1A, existing railway line, North - South high-speed railway line and seaport and airport system.
According to the plan, the area is organized into 5 main sub-zones including research and development zone; office and general service zone; logistics and logistics zone; high-tech industrial production and testing zone and other functional components.
Experts from the Department of Science and Technology (Ministry of Science and Technology) believe that it is necessary to clarify the strengths and potentials of the locality to identify priority investment sectors and attract investment.
At the same time, the Project needs to clarify the resources for implementation, the ability to attract businesses, investors, markets and outputs for high-tech products and services.
In particular, human resources are identified as one of the decisive factors for the operation and development of the high-tech park after formation. Therefore, the project must specifically calculate the human resource needs, the ability to attract and train human resources in accordance with operational requirements.
Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc requested the consulting unit to continue updating and completing the boundary map, area map, current planning layers and current status map. This is the basis for accurately determining the location, scale and implementation plan.
The province also requests to review the structure of functional sub-zones, the list of industries, fields and investment items; clarify the advantages, potentials and differentiating factors of the high-tech park expected compared to similar models in other localities.
In addition, the Project needs to supplement a roadmap, legal procedures; assess the ability to attract businesses, investors, market demand and resources for implementation.
Based on the comments, the Department of Science and Technology coordinates with the consulting unit to continue researching and adjusting the Project in a focused direction, in accordance with planning, ensuring legality and feasibility. In which, the human resource problem needs to be quantified and calculated in accordance with the development orientation before the High-Tech Park is formed.
