Proposing criteria to support businesses in national digital transformation

In order to create a breakthrough, the Ministry of Science and Technology (MONRE) proposed criteria to support businesses in implementing MET, innovation (STI) and digital transformation.

The Ministry of Science and Technology is seeking opinions on a draft Decree detailing and guiding a number of articles of Resolution 193/2025/QH15, issued on February 19, 2025 of the National Assembly, on piloting a number of special mechanisms and policies to create breakthroughs in the development of science and technology, technology and digital transformation of the country.

The draft also clearly states the criteria and conditions to support businesses to quickly deploy 5G network infrastructure when meeting the following conditions:

Enterprises must deploy at least 20,000 5G broadcasting stations, meeting the following criteria: 5G stations are installed at existing or newly deployed infrastructure locations; Each 5G station is only calculated for one network operator.

The 5G station is installed outdoors, using devices 64T64R, 32T32R, 16T16R, 8T8R. Each station has one or more radio receiver blocks.

5G stations must be accepted and put into use within the period from the effective date of the resolution to December 31, 2025.

The State budget will support businesses to quickly deploy 5G network infrastructure nationwide. The total amount of support does not exceed the total amount collected from the auction of radio frequency use rights in 2024.

The Ministry of Finance is responsible for guiding the budget expenditure for telecommunications enterprises eligible for financial support before May 15, 2025.

The draft also provides detailed instructions on how to calculate to support businesses in quickly deploying 5G network infrastructure.
