On the morning of October 23, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh chaired a working session with universities in the province on mobilizing and supplementing human resources for information technology (IT) to support communes and wards in implementing digital transformation.
Overcoming the shortage of digital transformation human resources at the grassroots level
According to the report of the Khanh Hoa Department of Home Affairs, by October 2025, the province has transferred 3 cases with IT qualifications working at departments and branches to take on the work at the People's Committees of Ninh Phuoc and My Son communes.
Through review, the whole province currently has 39 communes and wards lacking IT-specialized civil servants, with a need for about 45 people. It is expected that the number of mobilizations from training institutions to support the locality will be about 243 people.
The Department of Home Affairs will coordinate with the Department of Science and Technology, the Department of Education and Training and universities, colleges, academies and high schools to review the team of lecturers, teachers, final year students, civil servants and public employees with IT expertise to send to the Support Team for implementing digital transformation and KPI software.
The Department of Finance is assigned to advise on regimes and policies to ensure synchronous and effective implementation.
Mobilizing IT human resources from schools and training institutions is expected to help overcome the shortage of digital transformation human resources at the grassroots level, contributing to accelerating the implementation of Project 06 of the Government and improving the effectiveness of state management in the current period.

Links deploy in 65 communes and wards early next week
Principal of the University of the Pacific Ho Thanh Phong said that universities are ready to support localities, and at the same time proposed to have specific guidance processes on the tasks that lecturers and students will perform at the facility.
Khanh Hoa University Principal Phan Phien said that in the past, the school has coordinated with Tay Khanh Vinh commune to deploy a KPI assessment set.
The school has sent 3 officers to train and "hand-shake the work" for commune officials, and the system has now operated stably. According to Mr. Phien, only 1 training session is needed to complete the basic steps, then continue to provide periodic technical support.
He also pointed out the two main difficulties in the current facilities: specialized software and computer management and operation.
Therefore, he suggested that the Provincial People's Committee directly assign schools to be in charge of specific areas, helping them proactively work with communes and wards and grasp practical needs.

Concluding the meeting, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh praised the sense of responsibility of the schools in accompanying the province in operating the local government at both levels smoothly.
He assigned the Department of Home Affairs to make a list of 65 communes and wards to assign schools specific responsibilities.
The mobilized subjects include lecturers and students in 3rd and 4th years to ensure effective implementation.
Khanh Hoa Secretary suggested that the Department of Science and Technology prepare a specific report on the tasks that need support and clearly assign responsibilities to each school in charge of the locality and each field. Each Deputy Director of the Department of Science and Technology will be in charge of a group of communes to closely follow the implementation process. The Provincial Party Secretary affirmed: "For any departments that are still stuck, go directly to meet the Secretary to resolve the issue".
Schools will directly work with communes and wards to agree on the starting point, support the operation of provincial software, public administration centers, digitize records and guide people to use online public services...
The initial time to mobilize forces is 1 month, after which the results will be summarized and evaluated. The fee regime is applied similarly to that of civil servants and public employees.
Early next week (no later than Monday), Khanh Hoa Provincial People's Committee will organize a launching ceremony to implement digital transformation in 65 communes and wards.
