
Recently, many parents when registering for online enrollment for their children are required to have a level 2 VNeID account. This is also the first year that students are allowed to register three aspirations for any three public high schools, regardless of the enrollment area as in previous years, instead of dividing by area as before.
Admission registration is carried out online on the city's first-level enrollment information portal. Students can self-register if they have a level 2 VNeID account.
However, for 9th grade students, most do not have their own phone numbers, leading to parents having to use their phone numbers to register VNeID for their children. This is also the reason why many people are worried when the subscriber authentication regulation takes effect from April 15.
Ms. Tran Thi Huong (Hanoi) said that to complete the enrollment application for her child, she used her own phone number to register a level 2 VNeID account for her child according to instructions.
My child does not have a separate SIM card, so I use my number to register. When I finished, I heard information that from April 15th, I had to verify the subscription, I was worried and didn't know if it would be affected later," Ms. Huong shared.
According to her, this phone number is being used stably for work and personal transactions, so attaching it to her child's account makes her wonder about the possibility of being required to re-authentize or interrupt the service.
Talking to Lao Dong Newspaper, the Telecommunications Department (Ministry of Science and Technology) said that it is completely permissible for parents to use their phone numbers to register VNeID for their children and does not affect the subscriber authentication regulations.
The phone number in VNeID is mainly used to receive authentication codes and contact, not deciding who the subscriber number is in whose name. The subscriber owner is still identified according to the registered information with the network operator and the data has been cross-checked according to regulations.
Parents do not need to worry. What needs to be done is to check and confirm the phone number they are using when requested by the system," the Telecommunications Authority said.
Also according to the Telecommunications Authority, not all subscribers must re-verify. Only cases where information has not been standardized or there are specific requirements need to be implemented.
For subscribers who have been registered with a chip-based citizen identification card, have been verified with the national population database or have been authenticated through previous electronic methods, users may not need to perform additional operations.
According to Circular 08/2026, subscriber authentication aims to ensure that each phone number is associated with the right user, contributing to limiting non-genuine SIMs and fraudulent acts.
From the reality of implementation, many opinions suggest that it is necessary to strengthen communication so that people can clearly distinguish between using phone numbers to register electronic identification accounts and verifying subscriber information. These two procedures are related but not identical in nature.
Understanding the regulations correctly will help parents feel secure when carrying out procedures for their children, and at the same time avoid unnecessary worries during the use of telecommunications services.
