On March 11, Mr. Pham Anh Tuan - Member of the Party Central Committee, Chairman of Gia Lai Provincial People's Committee - had a working session with the Provincial Public Administration Service Center (TTPVHCC) on digital transformation to serve the direction, administration and resolution of administrative procedures (TTHC).
Currently, TTPVHCC province has 4 professional departments, with 11 civil servants and 15 public employees.

Over the past time, digital transformation work at the Provincial People's Committee Office has achieved many positive results. The ecosystem of 14 digital platforms is managed and operated smoothly. The Center also develops contingency plans and scenarios for responding to network safety and security incidents, ensuring timely detection, handling and system recovery in the shortest time.
Regarding administrative procedure resolution, the processing time for 1,713 procedures has been reduced, reaching a rate of 55.15%. Notably, the administrative procedure resolution time for projects outside economic zones and industrial parks has been shortened from 242 days (about 8 months) to 60 days (2 months); projects in economic zones and industrial parks have been reduced from 145 days (nearly 5 months) to 38 days (more than 1 month).
The Office of the Provincial People's Committee has also integrated the province's administrative procedures into a centralized system, and at the same time established a coordinating working group to ensure smooth operation of the system...

However, digital transformation work still has some limitations such as infrastructure and technical equipment not being synchronized; directing and operating not based on real-time data; high-quality human resources to operate new technology applications have not met requirements.
The integration of administrative procedures on the centralized system is not complete; functions and processing procedures between systems are still inconsistent, causing difficulties for intercommunication, connection and data exploitation. The coordination system built by the Ministry of Public Security has not been put into use, causing localities to operate many systems simultaneously.
According to assessments, the weakest link currently is the work of controlling the implementation of reform directives and monitoring the progress of handling actual dossiers.
At the working session, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the efforts and achievements of TTPVHCC in the past time. He requested the Office of the Provincial People's Committee to proactively review and simplify TTHC, not to rely on departments and branches.
At the same time, continue to support departments, branches, and localities to deploy online public service provision, but must ensure substance, avoiding the situation of doing it for others.
It is necessary to build a system to measure, monitor and supervise the provision of public services by departments, branches, and localities, thereby evaluating and proposing solutions for units that have not implemented decisively and have low efficiency.
In internal management, there needs to be a monitoring system, reminders and data analysis reports to support leaders in making timely decisions; strengthen the application of technology to optimize working processes, filling the "gap" in personnel shortages.
The Chairman of Gia Lai Provincial People's Committee also requested to innovate communication work on the Provincial Electronic Information Portal, promote propaganda and spread major events of the locality, especially activities related to the National Tourism Year 2026 held in the province.
