According to regulations, subscribers who are required to be verified but have not completed procedures before the regulation takes effect (June 15, 2026) will be subject to handling measures according to the regulations of state management agencies. Specifically:
For regular subscribers, if they do not complete verification before June 15, they will be one-way locked (call and text to). After 60 days from the time of one-way locking and still not verified, the subscriber will continue to be two-way locked.
For subscribers who change end-to-end devices, if they do not re-verify according to regulations, the subscriber will be one-way locked after 2 hours. After 30 days from the time of one-way locking but still not verified, the subscriber will be two-way locked.
For subscribers whose information owner on VNeID refuses to confirm that they are using the subscriber number, users have 5 days to re-verify. If this time limit expires without verification, the subscriber will be one-way locked. After 60 days from the date of one-way locking, the subscriber will be two-way locked.
For all three cases mentioned above, if authentication is not completed within 5 days from the time of two-way locking, the subscriber number will be revoked and the contract for providing and using telecommunications services will be terminated according to regulations.
