Hung Yen sets a goal to maintain the Top 10 nationwide in innovation index

Hung Yen - Hung Yen province sets a target to maintain the Top 10 in the country in terms of innovation index and allocate 3% of budget expenditure to science and technology by 2030.

Hung Yen Provincial People's Committee has just issued the Plan for science, technology and innovation development for the period 2026-2030, setting a goal to make science, technology and innovation the main driving force for double-digit economic growth and sustainable development.

According to the plan, in the period 2021-2025, science, technology and innovation continue to affirm their important role in the socio-economic development of the province, associated with three pillars including science and technology, innovation and digital transformation.

The system of mechanisms and policies has been gradually improved with nearly 40 resolutions, regulations, programs, plans and projects promulgated.

Startup and innovation activities are promoted through the establishment of the Innovation and Digital Transformation Center, the development of a Project to establish the province's High-Tech Park and the implementation of solutions to improve the Provincial Innovation Index (PII). Hung Yen's PII index has continuously increased, from 18/63 provinces and cities in 2023 to 14th in 2024 and 7th in the country in 2025.

The digital transformation sector also recorded many positive results. The proportion of the digital economy is estimated at 7.5% of GRDP; e-commerce accounts for about 5.8% of total retail revenue; about 36.2% of small and medium-sized enterprises use digital platforms; the proportion of online shoppers and cashless payments both reaches about 50%; 60% of e-commerce transactions have electronic invoices.

By 2030, Hung Yen aims for the contribution of total factor productivity (TFP) to economic growth to reach over 50%; maintain the Provincial Innovation Index in the Top 10 nationwide; over 30% of businesses have innovation activities.

The province also strives to allocate 3% of the total local budget expenditure to science, technology, innovation and digital transformation; commercialize 60 innovative products each year; have 2 incubators and innovation centers; over 17 science and technology enterprises operating in the area by 2030, and at the same time establish at least 2 new science and technology enterprises each year.

To achieve the above goals, Hung Yen will focus on perfecting mechanisms and policies; mobilizing investment resources; developing science and technology infrastructure; building a high-quality human resource team; mastering strategic technologies; promoting the commercialization of research results; developing an innovative ecosystem and strengthening cooperation in the field of science and technology.
