The Department of Science and Technology of Hung Yen province has just issued a Plan to implement Resolution No. 217/NQ-CP dated August 6, 2026 of the Government in the field of science, technology, innovation and digital transformation.
The general objective is to organize the synchronous implementation of scientific, technological, innovation and digital transformation tasks under the management scope of the Department; improve research capacity, application, absorption, mastery and technology transfer; develop an innovation ecosystem associated with businesses; promote artificial intelligence (AI), data and digital economy; improve productivity, quality and added value of products, contributing to innovating the province's rapid and sustainable development and growth model.
By 2030, the Department aims to implement at least 25 key science, technology and innovation tasks; at least 90% of new tasks have clear application addresses and at least 70% of acceptance task results are received, applied or transferred.
Along with that, supporting at least 250 turns of technology innovation enterprises, 100 turns of technology transfer and application activities; forming or supporting at least 15 technology models and products with potential for replication.
In the field of AI, the plan sets a target to build 1 AI development and application program in Hung Yen province; selecting at least 10 priority AI problems and piloting at least 10 AI models. The Department also sets a target to support at least 500 turns of digital transformation businesses.
For intellectual property, standards, measurement, quality and productivity, the Department strives to support at least 500 dossiers, intellectual property; 150 turns of businesses and establishments applying productivity, quality, standards and traceability solutions.
The plan also identifies the development of an innovation ecosystem, strengthening the linkage between the State - businesses - institutes, schools - experts; supporting the commercialization of research results, connecting technology supply and demand and developing human resources.
In which, it is expected to organize and connect at least 30 innovation and technology activities, build a database of at least 200 experts and implement at least 50 training courses on AI, data, digital transformation and innovation.
The implementation is carried out in 3 phases: 2026-2030, 2031-2035 and 2036-2045, gradually improving the capacity for research, application, mastery and commercialization of technology, towards forming a highly competitive science, technology and innovation ecosystem.
