On February 5, speaking at the seminar on information and communication work on intellectual property activities in 2025, Mr. Nguyen Hoang Giang - Deputy Director of the Intellectual Property Office (Ministry of Science and Technology) said that 2025 recorded a large volume of work when the process of consolidating the local government organization model and decentralizing the settlement of administrative procedures was implemented.

The work of processing applications and establishing industrial property rights has many fluctuations in quantity. The volume of applications processed increased by 76% compared to the previous year. The number of protection certificates granted increased by more than 55%. The fields of patents, industrial designs and trademarks all recorded increases, showing that the demand for intellectual property protection is increasing along with innovation activities," Mr. Giang informed.

According to the Deputy Director of the Intellectual Property Office, 2025 recorded many activities in building and completing the legal framework in this field. The amended Law on Intellectual Property was passed by the National Assembly on December 10, 2025. The Prime Minister issued a Directive on strengthening the enforcement of intellectual property rights on January 30, 2026. The Intellectual Property Office participates in building and contributing opinions to many draft related documents, towards ensuring the consistency of the legal system and in accordance with the integration process.

In administrative procedure reform, Director of the Intellectual Property Office Luu Hoang Long said that all procedures have been provided online. The rate of online applications reaches about 80%. The results of procedure resolution are digitally signed and electronically released. The Intellectual Property Office also conducts research on documents guiding the valuation of intellectual property assets, and at the same time reviews current support policies and refers to international experiences related to supporting intellectual property rights registration abroad.

Some other activities such as international cooperation, training, knowledge dissemination, inspection, complaint resolution and provision of industrial property information are still maintained. These activities contribute to meeting state management requirements in the field of intellectual property as the number of dossiers and protection needs continue to increase.

According to the orientation for 2026, the Intellectual Property Office determines to continue reviewing the organizational structure and developing human resources, focusing on the team of appraisers. This agency also aims to complete documents guiding the implementation of the amended Law on Intellectual Property, and at the same time adjust the appraisal and quality control process to reduce the processing time of dossiers.

Digital transformation continues to be identified as a key content. Information technology systems will operate stably, data will be standardized and cleaned up. Electronic records and diplomas will be gradually implemented along with professional support tools.
