
According to the Ministry of Science and Technology, in July, the Ministry advised the Government and the Prime Minister to issue 1 Decree and 3 important Decisions. Notably, Decree No. 194/2025/ND-CP - the document that lays a legal foundation to promote connection and data sharing among state agencies, aiming to build a transparent and effective digital government.
Decisions No. 1562/QD-TTg and 1565/QD-TTg establish technical infrastructure and policies to ensure comprehensive digital transformation, personalize public services, and take people and businesses as the center.
The Ministry also coordinated with ministries and branches to develop and submit to the Government for promulgation new decrees on supporting specialized staff in digital transformation and the PPP (public-private partnership) mechanism in the field of science and technology. In addition, 3 new circulars were issued to specify regulations on information systems, data and telecommunications management, enhancing the effectiveness of implementation in state management.
In July, the Ministry of Science and Technology also organized many important events such as working with the Da Nang City Party Committee to implement Resolution 57 on science and technology development; attending the launching of a semiconductor laboratory project in Da Nang; chairing conferences to guide the plan and budget estimate for 2026; working sessions with Japanese experts, the Southeast Asian Semiconductor Association were also promoted to attract investment, promote the Vietnamese semiconductor industry...

In terms of index, in July 2025, the Ministry of Science and Technology recorded impressive results, with total revenue of the whole industry estimated at nearly VND499 billion (a sharp increase of 22.6% over the same period in 2024); contributing more than VND107 trillion to the national GDP. This affirms the central role of science and technology in promoting digital economic growth and sustainable development.
Notably, compared to the same period in 2024, the Ministry of Science and Technology has a rate of entire online records reaching 39.85% (up 4.24%). ICT industrial revenue reached VND 478,539 billion (up 9.4%). Postal output in July is estimated at 330 million items (up 18.7%).
Vietnam's mobile network speed ranked 19th globally (148.64 Mbps, up 29 places). The total number of standards announced is 40 TCVN; the number of ISO/IEC standards accepted as TCVN is 36 TCVN. Total transactions on the National Data Integrating and Sharing Platform (NDXP) reached 3.3 billion successful transactions as of July 18, 2025.
The VQII Quality Infrastructure Index in June increased by 2.054%, contributing an estimated 0.87 billion USD to GDP. Mobile game downloads in Vietnam in the first 6 months of the year reached 5.2 billion, expected to exceed 10.3 billion by the end of 2025. Revenue of major e-commerce platforms is expected to reach VND387.5 trillion (up 21.5%). The scale of Vietnam's AI economy is expected to reach 120-130 billion USD by 2040.
