
According to Deputy Minister Pham Duc Long, 2025 is a key time, requiring the entire industry to maximize the spirit of "discipline - responsibility - proactiveness - acceleration - breakthrough". In that spirit, the Ministry of Science and Technology sets a series of strategic tasks that guide the entire system in the second half of 2025.
One of the key political tasks is to successfully organize Party Congresses at all levels, towards the 14th National Party Congress. The preparation work is carefully regulated, from documents to personnel plans, ensuring quality, vision and inheritance, while demonstrating the determination to innovate, dare to think, dare to do of the entire industry.
In the direction of perfecting institutions and policies, the Ministry continues to synchronously implement the Party's resolutions, focusing on Resolution No. 57-NQ/TW on the development of science, technology, innovation and digital transformation. In the coming time, the Ministry will advise the Government to submit to the Politburo to issue 2 strategic resolutions on the development of nuclear energy and national innovation. At the same time, develop a specific action program to organize implementation immediately upon approval.
Regarding legislative work, the Ministry focuses on developing and submitting to the National Assembly 4 draft laws in the 10th session, including: Law amending and supplementing the Law on Intellectual Property; Law amending and supplementing the Law on High Technology; Law amending and supplementing the Law on Technology Transfer; Law on Digital Transformation - These are identified as framework laws to shape the national comprehensive digitalization process. Along with that, 16 decrees and circulars guiding the implementation of the laws that have been passed will be urgently issued by the Ministry.
The next orientation is to promote the implementation of strategic programs and projects. Including the development of foundational projects such as: forming large-scale strategic technology enterprises; national strategy on intellectual property and standards until 2030; project to promote talent, especially leading experts to serve the development of science - technology - innovation and digital transformation. In August alone, the Ministry will select 13 strategic technologies capable of rapid implementation to pioneer in application at enterprises.
At the same time, science and technology organizations will be restructured in the direction of streamlining, focusing on investing in capable units. The Ministry will launch a registration for the proposal to build a center for research and testing strategic technology and continue to develop a national key laboratory system.

In the field of digital transformation, the Ministry aims to completely handle telecommunications wave troughs, promote the deployment of 5G, Vietnam-dominated fiber optic infrastructure and develop low-altitude satellite services. In particular, in August, the Vietnam - Singapore mainland cable line is expected to be inaugurated.
The Ministry will also complete the national digital architecture framework, amend decrees related to information technology investment and expand online public services nationwide. Piloting models such as Digital copy in Da Nang, popularizing digital signatures, intelligent operating center (IOC) and big data platform continue to be strongly implemented.
To ensure resources for implementation, the Ministry will coordinate with the Ministry of Finance to allocate sufficient budget for science, technology, innovation and digital transformation tasks; prioritize key, interdisciplinary projects with high potential for dissemination. At the same time, the Ministry will issue a set of criteria to evaluate the effectiveness of the science and technology policy for socio-economic growth.
In the integration work, the Ministry continues to promote the signing of strategic cooperation agreements with international partners, support Vietnamese enterprises in accessing core technology and participating in shaping global technology standards.
Deputy Minister Pham Duc Long emphasized that the workload set in the last 6 months of the year is very large, requiring solidarity, innovation, the spirit of daring to think, daring to do and resolutely taking action in the entire industry, so that science and technology can truly become an important driving force in the process of industrialization and modernization of the country.
