
On the afternoon of July 21, according to information from the Ministry of Science and Technology (MTS), the Ministry issued an urgent dispatch requesting affiliated units and enterprises in the industry to urgently deploy a comprehensive response plan, in which the highest priority is to protect communication systems - a key factor in rescue operations.
According to the telegram, the Department of Telecommunications plays the role of unit to receive information and advise the leaders of the Ministry on timely response plans. At the same time, the agency directed network operators to quickly reinforce infrastructure, add spare equipment, increase BTS vehicles to move to vulnerable areas, and be ready to send warning messages to people in affected areas.
The Central Post Office is also assigned to ensure mobile communication for Government working groups and the National Civil Defense Steering Committee when required.
Telecommunications enterprises such as VNPT, Viettel, MobiFone are mobilized all their efforts to ensure the safety of fixed, mobile, and internet networks, and increase roaming between mobile networks to protect communication when incidents occur. At the same time, instruct people on how to install so that their phones can automatically move to the service zone. Along with that, viba transmission lines, mobile BTS stations and satellite technology are also activated to be ready to replace when the main infrastructure is affected.
In the locality, the Departments of Science and Technology of provinces and cities play a coordinating role between telecommunications, postal and functional forces. The Department must review areas at risk of lost communication, coordinate the implementation of roaming between networks and report on the network situation.
In particular, the Department of Science and Technology needs to coordinate with the Department of Industry and Trade to prioritize power supply to solid BTS stations, and at the same time request gasoline and oil enterprises to provide timely fuel for the network's backup generators.
On the postal side, the Post Office Department has directed businesses to review all correspondence and develop a plan to ensure postal information for direction and operation at all levels. Vietnam Post Corporation urgently re-checks the system to prevent risks when the storm makes landfall.
Vietnam Maritime Information Company is also mobilized to coordinate in promptly broadcasting warning bulletins, announcements of dangerous areas, and instructions for ships to take shelter safely. At the same time, maintain an emergency communication channel for fishing vessels at sea.
The dispatch also requires units to ensure absolute safety for technical forces on duty outside the scene, fully equipped with protective equipment, and plan to mobilize human resources and equipment when incidents occur. At the same time, prepare a summary report after the storm to learn from experience in responding to natural disasters in the future.
