On July 22, leaders of Ninh Binh Provincial People's Committee reviewed the progress of piloting the Intelligent Operation Center (IOC), Ninh Binh Provincial Digital Citizen Application (NinhBinh-S).
The IOC Center model, NinhBinh-S application is deployed for trial operation for 6 months from July 9, 2026. It is expected that by August 10, the testing systems will be put into operation. Applications are deployed at the provincial level, departments, agencies, related sectors and 13 communes and wards are testing.
In which, the IOC Center helps connect and integrate data from existing systems through LGSP and the Common Data Warehouse, synchronously with the provincial reporting information system; build a Dashboard to serve direction and administration; test 7 scenarios including: Socio-economic; government-people-business interaction; public service monitoring; online direction and administration of Resolution 57 and tasks assigned by the Central Government; health; education; land.
NinhBinh-S application with 17 services and utilities belonging to 6 groups: Feedback and recommendations, public services, transportation, media - news; health, education, tourism, culture, personal utilities, focusing on field feedback services and communication and warning services.
According to the report of the Department of Science and Technology, so far the conditions serving the trial deployment have been basically completed. Technical infrastructure has been synchronously invested with 14 servers, centralized storage systems, load balancing and domain names serving operation and ensuring personnel for deployment and operation of the system. Regarding the legal basis, the Department of Science and Technology, the Provincial Police and Viettel Ninh Binh have signed a memorandum of understanding on the trial deployment plan; and are completing the temporary regulations on management and operation of IOC and NinhBinh-S.
At the conference, Mr. Dang Thanh Son - Vice Chairman of Ninh Binh Provincial People's Committee - highly appreciated the responsibility and spirit of involvement of functional agencies, 13 communes and wards selected for pilot implementation.
Vice Chairman of Ninh Binh Provincial People's Committee requested that in the coming time, departments, branches, units, and localities need to closely follow the assigned functions and tasks, strengthen coordination to effectively implement assigned tasks; continue to research and improve the features of pilot programs, focus on promptly reflecting the results of some areas that are being concerned by the government and people such as the progress of disbursement of public investment capital, serving the direction and administration work.
