Applying science and technology (STI) towards the goal of building the capital into a truly innovative city (KHCN), connecting globally in the new term.

The orientation for developing science and technology has been systematically implemented by the Hanoi Party Committee, with steady progress. In particular, Resolution No. 57 of the Politburo on breakthroughs in science and technology development and national digital transformation continues to create a new wind, opening up opportunities to reach the capital and the country.

The draft Resolution of the 18th Hanoi Party Congress identifies one of the 10 key tasks for the 2025-2030 term as strongly promoting science, technology, innovation and comprehensive digital transformation in all fields, striving to bring the proportion of the digital economy in GRDP to 40%. Implementing the direction of General Secretary To Lam, Hanoi identified science and technology - innovation and digital transformation as new pillars of development, as " momentum of momentum" in the growth model of the capital.

With a scale of nearly 200 hectares and a total investment of about VND 7,400 billion, the Hanoi Biotechnology Park Project (Silver Lake) starting in August 2025 is a key project of strategic nature, marking a new step forward for the capital on the path of science and technology development and international integration. The project is expected to create a "push" to help Hanoi realize the goal of becoming a science and technology center - science and technology of the country, in accordance with the spirit of Resolution 57 of the Politburo.

Currently, Hanoi has 10 technology parks in operation, attracting projects from 27 countries and territories. Hoa Lac High-Tech Park alone has attracted 110 projects with a total registered capital of more than VND 116,000 billion. The city is focusing on building a regional innovation ecosystem, forming a chain of research - development - high-tech testing spaces, connecting institutes, schools and businesses. These are solutions that create more growth momentum for the capital.

Hanoi is also the first locality in the country to concretize Resolution 57 of the Politburo with 7 thematic resolutions issued by the City People's Council. At the same time, the city has issued many breakthrough directives on science - technology, innovation and digital transformation.

The above policies demonstrate Hanoi's determination to take a step forward in implementing Resolution 57, striving to become a leading center for science, technology, innovation and digital transformation in the region; contributing to realizing the aspiration for a strong and prosperous Vietnam by 2045.

According to Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, Hanoi City is oriented to develop Hoa Lac Urban Area to reach international stature, with global appeal and competitiveness. This urban area will become a key core, strongly promoting science and technology - innovation, not only for the capital but also having strategic significance for the whole region and the whole country.

With the spirit of innovation, determination and efficiency, Hanoi continues to pioneer, spreading the spirit of Resolution 57, affirming the leading role of the Capital in transforming the development model from breadth to depth, from resource exploitation to knowledge and technology.
