Propagating digital skills to the entire population
At the second meeting of the Steering Committee on science, technology development, innovation and digital transformation of Quang Binh province, Mr. Le Ngoc Quang - Secretary of the Provincial Party Committee, Head of the Steering Committee - affirmed his determination to comprehensively deploy the movement "Locational education in digital transformation" to the grassroots level, ensuring that no one is left behind in the digital transformation process.
According to the plan, the launching ceremony of the movement will take place in May to create a strong spillover effect. The province will disseminate knowledge about digital transformation and basic digital skills to each person, especially in remote areas.
Popular content is flexibly built according to a skill framework suitable for each group of subjects. The goal is to help people gradually form the habit of using technology, connecting and interacting in the digital environment.
Quang Binh province will also build a separate Electronic Information Portal to update information about the movement, while mobilizing prestigious and influential people in the community to participate in propaganda, contributing to spreading the spirit of digitalization to all classes of people.
Up to now, after more than 3 months of implementing Resolution No. 57 of the Politburo, Quang Binh province has basically completed the completion of the Steering Committee, established a working group and adjusted working regulations.
No one is left behind
The province has implemented the Digital Transformation Project in Party agencies, organized the dissemination of the Resolution to more than 18,000 cadres and Party members, and developed a plan for the "Digital Education" movement.
Digital infrastructure is invested synchronously, with 100% of communes and wards having fiber optic internet connection, 98% 4G coverage and 83% of urban areas having 5G access. Provincial administrative documents are processed online, reaching more than 99%, online public services reaching 100% and nearly 75% of administrative records have been digitized.
In the field of digital economy, 58% of small and medium-sized enterprises are using digital platforms; all enterprises and business households use electronic invoices.
However, the province still has some difficulties to overcome. The progress of issuing thematic documents is still slow, not meeting the time frame according to the Central direction.
Human resources for digital transformation are still thin, especially the upgrading of the Digital Transformation - Basic Department of the Provincial Party Committee Office has not been completed, affecting consultation and coordination work.
Provincial Party Secretary Le Ngoc Quang emphasized that from the second quarter of 2025, the province will drastically implement the orientations and plans established according to Resolution 57.
The Central Government requires localities to periodically score weekly and monthly, evaluate substantially, and avoid formality. Therefore, Quang Binh will act urgently and methodically, closely connecting all levels, sectors and organizations to ensure real and sustainable results.
Mr. Quang informed that if it is only done to deal with it, it will certainly not achieve the expected results. All indicators are qualitative and have a strict monitoring process. We must act with real responsibility and specific efficiency.
