The Ministry of Justice has just publicly disclosed the Appraisal Dossier for the draft Decree amending and supplementing a number of articles of Decree No. 18/2020/ND-CP of the Government on sanctioning administrative violations in the field of surveying and mapping, amended and supplemented by Decree No. 04/2022/ND-CP.
In the document sent for appraisal, the Ministry of Agriculture and Environment has a Report summarizing the implementation of laws on handling administrative violations in the field of surveying and mapping.
Notably, this agency said that in the context of increasingly developed science and technology, many new measuring instruments and equipment are being used in practice, many software technologies are being changed and supplemented, and many new features are being developed, directly affecting the quality of measuring and mapping products.
Surveying and mapping tasks are not only carried out from the state budget but also from sources invested by domestic and foreign organizations and individuals.
Surveying and mapping products are not only put into use in fields controlled and managed by the State, but also serve the personal needs of the whole society, affecting national defense and security.
For example, in the period from 2019 - 2024, products of Vietnam Map Application Joint Stock Company (VIETMAP) using new measuring instruments, equipment, technology, and software have collected geographical objects along traffic routes nationwide but do not fully ensure regulations on protecting secrets of national defense works and military zones, security, order, and social safety.
Reality raises the requirement to supplement and clarify regulations for acts of applying procedures and using technical solutions that are not fully in accordance with national technical regulations, technical regulations, technical design - estimates approved when implementing projects, surveying and mapping tasks.
From there, prevent risks, detect and eliminate measuring and mapping products that do not ensure quality, do not meet the conditions for circulation and use, and improve the quality of measuring and mapping products.
