
According to the report of the Thai Nguyen Department of Science and Technology, immediately after the model was deployed, the Provincial Party Committee established a Steering Committee on science, technology development, innovation and digital transformation. At the same time, more than 200 documents were issued to direct the implementation of Resolution 57-NQ/TW. All 92 communes and wards have established public administrative service centers, improving human resources and equipment, helping people and businesses access services more conveniently.
After only 1 month, the whole province received more than 104,900 administrative procedure records, of which more than 61% were submitted online; the online payment rate reached 57.8%. Thai Nguyen has issued more than 36,000 digital service certificates, deployed the C-ThaiNguyen application with nearly 450,000 downloads, creating an effective connection channel between the government and the people. The province's online public service index reached 83.77 points, ranking 2/34 provinces and cities.
In addition, the province has registered to deploy 71 science and technology models and digital transformation, of which 9 models have been completed. The Provincial Steering Committee is also focusing on developing 26 products, including works, software and application models to serve social governance and improve labor productivity. Thai Nguyen also announced 19 "big contracts" calling on digital technology enterprises to participate in solving practical problems.

However, the province still faces some difficulties such as unsynchronized information technology infrastructure at the commune and ward levels; data between systems is not completely synchronized; policies to encourage technology enterprises to invest are still lacking. Currently, Thai Nguyen has 55 villages and hamlets that do not have 3G/4G/5G waves and 123 villages and hamlets that have not been covered by fiber optic cables.
Mr. Duong Huu Bang - Director of the Department of Science and Technology of Thai Nguyen said that limitations in telecommunications infrastructure make it difficult for people in mountainous areas to access online public services. He recommended that the Ministry of Science and Technology urge network operators to promptly overcome the "wave- dragging" situation, supplement resources for document digitization, as well as organize training and professional training for localities.
Recognizing the efforts of the province, Mr. Nguyen Sy Dang - Deputy Director of the Department of Technology Appraisal and Appraisal, Head of the working delegation highly appreciated Thai Nguyen's solutions in operating the two-level government model. He affirmed that the Ministry of Science and Technology will accompany and support the locality to promote the model effectively, ensuring smooth scientific and technological activities.
Within the framework of the working trip, the working group directly surveyed the Provincial Public Administration Service Center and Phu Luong Commune People's Committee. Here, the rate of digitized records reached over 92%, online payment reached 44%, people highly appreciated the service spirit of the staff. However, the locality still faces difficulties due to unstable administrative procedure settlement software and limited facilities.
The working group directly responded to many recommendations and said that issues beyond their authority will be compiled and reported to the Ministry's leaders for consideration and resolution in the coming time.
