Thanh Hoa province is one of the localities that issued a resolution on digital transformation early. After 3 years of implementation, digital transformation work in the province has achieved positive results.
According to the Department of Information and Communications of Thanh Hoa, the province has innovated working methods, document processing procedures, work records, and administrative procedure settlement from a paper-based working environment to an electronic working environment in state agencies from the provincial to communal levels, implementing electronic document exchange between the government and businesses.
The total number of document exchanges and processing on the system is 4,049,850; the agency digital signature rate is 98%. This contributes significantly to ensuring publicity, transparency, speed, saving time, saving costs, improving the efficiency of management, direction and operation of local Party committees and authorities and the efficiency in serving people and businesses.
The "Thanh Hoa Feedback" software system has received and processed feedback and recommendations from organizations and individuals with an on-time processing rate of over 93%.
The province's administrative procedure settlement information system has been converted to IPv6 address and connected to the National Public Service Portal.
Currently, the province provides 1,805 online public services (900 partially online public services and 905 fully online public services) with the rate of administrative procedures resolved before and on time reaching over 99.51%.
Thanh Hoa province's open data portal with 250 databases of 15 fields; built and operated effectively to share and publicize open data to serve the direction, administration and publicization, transparency of information of government agencies to people and businesses.
Thanh Hoa is one of the first localities in the country to issue a set of criteria and assign targets for completing digital transformation at the district and commune levels. As of October 2024, the completion of digital transformation criteria has been recognized for 148 commune-level units; and Bim Son town is currently evaluating and submitting for recognition of completion of district-level digital transformation criteria.
The digital economy has initially contributed to the economic development of the province, the proportion of the province's digital economy in the total economic scale reached 10.74%. The development of the digital economy has gradually changed the awareness and traditional ways of doing things of businesses, people, and households about consuming products in digital space, e-commerce platforms, expanding the space for product consumption.
Thanh Hoa province has completed the infrastructure of utilities and digital services on the digital government platform and smart cities through many communication channels to help people choose services that suit their needs such as using online public services, healthcare services, education, transportation, real estate information, employment, e-commerce utilities and sharing economy... to bring satisfaction to people through digital transformation; deploying a remote medical examination and treatment platform (telehealth) for medical examination and treatment facilities; deploying smart medical examination and treatment KIOSK...
Some digital transformation models have been deployed to serve people and businesses more conveniently and simply, such as the digital village model, the smart village model to serve tourists in looking up and finding information about tourist attractions and spiritual tourism in the districts; the "People's Camera with Security and Order" model to monitor security and order, traffic safety.
