After the Law on Science, Technology and Innovation was passed by the National Assembly, on the afternoon of June 27, the Ministry of Science and Technology (MTST) held a regular press conference in June chaired by Deputy Minister Bui Hoang Phuong.
At the press conference, Deputy Minister Bui Hoang Phuong informed about the key tasks that the Ministry has implemented in June 2025, and at the same time set out the goals and directions for July 2025. In particular, the highlight is the work of building and perfecting institutions.
The Deputy Minister said that recently, the Ministry of Science and Technology has chaired and coordinated with the National Assembly Standing Committee and relevant agencies to complete the dossier, report, explain and submit to the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly, 5 important draft laws under the management of the Ministry.
The draft laws include: Law on Science, Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended) and Law on Digital Technology Industry.
At the same time, in June 2025, the Ministry advised and submitted to the Government and the Prime Minister to issue important documents such as:
Resolution on the signing of the Agreement on scientific, technological and innovation cooperation between the Government of the Socialist Republic of Vietnam and the Government of the French Republic (Resolution No. 149/NQ-CP dated May 23, 2025).
The Decree details a number of articles of the Telecommunications Law on management of telecommunications digital warehouses and Internet resources; compensation when the state reclaims codes, telecommunications numbers, and Internet resources; auction of the right to use codes, telecommunications numbers, and Vietnam national domain names ".vn (Decree No. 115.2025.ND-CP dated June 3, 2025); Decree regulating the determination of the authority of local authorities at 2 levels in the field of state management of the Ministry of Science and Technology (Decree No. 132/ND-CP dated June 12, 2025)...
Regarding the direction and tasks in July 2025, Deputy Minister Bui Hoang Phuong said that the Ministry of Science and Technology will focus on developing and perfecting draft laws such as: Law amending and supplementing the Law on Technology Transfer; Law on High Technology; Law on National Digital Transformation; Law on Intellectual Property... to submit to competent authorities for consideration and report to the Government to seek National Assembly opinions at the 10th Session of the 15th National Assembly.
At the same time, the Ministry continues to develop and complete a number of Decrees, including: Decree detailing the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Decree detailing the implementation of a number of articles of the Law on Product and Goods Quality and the Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Decree amending and supplementing a number of articles of Decree No. 105/2016/ND-CP and Decree No. 154/2018/ND-CP,...
The Ministry of Science and Technology will also continue to coordinate with the Government Office, complete and submit to the Prime Minister for consideration and promulgation a Project to support investment in improving research capacity in mastery of core technology; create businesses to research and produce industrial-scale biotech products.
At the same time, continue to complete and submit to the Prime Minister a draft National Strategy on developing intellectuals in the period of accelerating industrialization and modernization of the country; a restructuring project for national science and technology programs.
