The Government has just issued Decree No. 115/2025/ND-CP detailing a number of articles of the Telecommunications Law on management of telecommunications digital warehouses and Internet resources; compensation when the State reclaims codes, telecommunications numbers, Internet resources; auction of the right to use codes, telecommunications numbers, and Vietnam national domain names ".vn".
Accordingly, telecommunications enterprises will change the number of telecommunications subscribers in cases such as increasing the capacity of telecommunications subscribers to meet the needs of subscriber development.
Ensure to meet the requirements of effective network management, exploitation and telecommunications service provision.
Implement adjustments, supplements, and amendments to the telecommunications digital warehouse planning to meet the requirements of changes in technology and telecommunications development policies.
When changing the number of telecommunications subscribers, telecommunications enterprises are responsible for developing and implementing a plan to change the number of telecommunications subscribers of enterprises in accordance with the telecommunications digital warehouse planning or the plan to change the number of subscribers issued by the Ministry of Science and Technology.
Notify the change of telecommunications subscriber numbers on mass media at least 60 days before the change of telecommunications subscriber numbers.
Guiding telecommunications service users on how to draw lottery numbers after changing telecommunications subscriber numbers; coordinating with other telecommunications enterprises to change telecommunications subscriber numbers.
Deploy technical measures to minimize contact loss (if any) before, during and after the telecommunications subscriber change process.
Telecommunications enterprises do not have to compensate for indirect damages or profits not collected due to changing telecommunications subscribers.
The Decree also stipulates and changes the number of telecommunications subscribers to ensure consistent with the planning of telecommunications warehouses, including changing the number of telecommunications subscribers but does not change the length and structure of the telecommunications subscribers and changing the telecommunications subscribers with changes in the length and structure of telecommunications subscribers.
Enterprises submit a dossier requesting to change the telecommunications subscriber number to the Ministry of Science and Technology (Department of Telecommunications) online at the national public service portal (https://dichvucong.gov.vn) or the online public service portal of the Ministry of Science and Technology or via postal service or submit directly to the Ministry of Science and Technology (Department of Telecommunications).
Within 20 days from the date of receipt of valid documents, the Ministry of Science and Technology (Department of Telecommunications) appraises and issues a decision approving the change of telecommunications subscriber number.
In case of refusal to change the telecommunications subscriber number, within 20 days from the date of receipt of valid documents, the Ministry of Science and Technology (Department of Telecommunications) will have a written response, stating the reason for the refusal.
The results of the processing of documents are returned via the national public service portal, the online public service portal of the Ministry of Science and Technology, postal services or returned directly to the Ministry of Science and Technology (Department of Telecommunications).
Telecommunications enterprises report the results of the telecommunications subscriber change to the Ministry of Science and Technology (Department of Telecommunications).
The Ministry of Science and Technology develops a plan to change the number of telecommunications subscribers in cases of changing the number of telecommunications subscribers with changes in length, the structure of telecommunications subscribers, and directs telecommunications enterprises to implement the plan to change the number of telecommunications subscribers.
The Decree takes effect from July 20, 2025.
