On July 19, information from the Ministry of Justice said that the Steering Committee of the Ministry of Justice on science, technology, innovation, digital transformation and Project 06 has just issued a 100-day Action Plan to implement Resolution No. 57-NQ/TW of the Politburo.
The plan aims to concretize the directions of the Central Steering Committee, focusing on handling bottlenecks in digital transformation, creating clear changes in the management and administration methods of the Ministry of Justice on the basis of data, digital technology and artificial intelligence.
According to the Plan, the Ministry of Justice sets a goal to create a clear shift in the methods of leadership, direction, management, administration and service; ensuring that the operation of agencies and units under the Ministry operates synchronously, smoothly, and safely on the basis of data.
Along with that is innovating management methods according to output products, reducing manual operations, reducing paperwork, saving time and costs for agencies, officials, people and businesses.
An important requirement is to establish unified discipline in data management, infrastructure and digital platforms; overcome the situation of scattered investment, data fragmentation, system duplication or slow deployment, slow disbursement of allocated resources.
The plan also requires promoting the development of data and shared platforms according to the principle of "correct, sufficient, clean, living, unified, shared"; focusing on reviewing, standardizing, cleaning, connecting and exploiting data throughout the system until the end of 2026.
Regarding the application of artificial intelligence, the Plan identifies AI as an important support tool to improve the quality, efficiency of work and labor productivity but does not replace the responsibility and decision-making authority of humans.
The development and application of AI must ensure safety, for the right purpose, avoid scattered investment, and at the same time ensure absolute network security and data protection.
The scope of implementation of the Plan focuses on 9 groups of issues including: institutions; digital infrastructure; digital data; digital platforms; online public services; digital economy; human resources; finance and disbursement; implementation discipline, compliance. Implementation time is within 100 working days, from July 10, 2026 to the end of November 30, 2026.
