VinFuture Science and Technology Week 2025 takes place from December 2-6, 2025 in Hanoi. With the theme "Stick Up Together - together prosperity", this year's annual international event series continues to affirm VinFuture's mission in connecting knowledge, arousing the desire to serve and elevating Vietnam's position as a center for science and innovation in the world.
At VinFuture Week, Deputy Minister of Science and Technology Bui The Duy presented many strategic views on the orientation of developing artificial intelligence. The Deputy Head commented that the current context shows that the development speed of artificial intelligence (AI) is far exceeding many predictions.

Vietnam first issued an AI Strategy in 2021, but technological fluctuations force us to update this strategy and build an AI Law. Deputy Minister Bui The Duy commented that this is not only a legal framework but also a declaration of a national vision. AI must become an intellectual infrastructure. This technology will contribute to social welfare and increase national competitiveness.
According to the Deputy Minister, AI is no longer a single application technology but is moving towards the position of an essential infrastructure like electricity or the Internet. Any country that can master AI will have a great advantage in economy, governance and security. Vietnam is promoting the construction of a national AI supercomputing center. Along with that is the development of an open data ecosystem and AI infrastructure towards autonomy. The goal is to make AI a popular AI assistant for people. This contributes to improving social productivity and expanding access to knowledge.
One of the outstanding viewpoints emphasized by the Deputy Minister is the open philosophy. Vietnam develops AI based on open standards. Open data. Open source code. The open spirit creates conditions for global knowledge acquisition and supports Make in Vietnam businesses to master the technology. This spirit also helps build a transparent and safe application environment.
To form a large enough market for domestic AI enterprises, the State will expand the application of AI in all fields. The National Technology Innovation Fund allocates a large proportion of resources, including AI voucher support for small and medium enterprises. Vietnam aims to consider the domestic market as a place to nurture strong AI enterprises.

According to Deputy Minister Bui The Duy, the important thing is not only the application of AI but also the transformation based on AI. This is a process of restructuring the operations of agencies, organizations and economic sectors based on artificial intelligence. The goal is to create new capacity for management, innovation and production. Vietnam has an advantage thanks to its young and technology- savvy population. At the same time, we own a Make in Vietnam digital business system, rich data, an aspirational research community and 11 strategic technology groups.
AI opens up breakthrough opportunities but also brings challenges in employment, ethics and social trust. Vietnam is developing this technology in a fast and safe direction. People are the ultimate decision maker. In the coming time, the Ministry of Science and Technology will announce the National AI ethics Code and the updated AI Strategy. The consistent viewpoint is risk management. transparency. Responsibility to explain. Encourage the development of AI in the country. At the same time, AI is considered a growth driver and a factor to protect digital sovereignty.
According to the Deputy Minister, in the digital age, technology is global but data is local. Therefore, important applications need to operate on Vietnam's AI infrastructure. This is also an opportunity for developing countries to create advantages based on the cultural characteristics, data and specific needs of their countries.
In his concluding remarks, Deputy Minister Bui The Duy acknowledged that the exchanges at the seminar had given many important messages. AI only serves humans when it is developed on an ethical and responsible foundation. Vietnam has great potential to become a bright spot in the region in responsible AI thanks to an open market and a young research force.
He proposed three action orientations. First of all, it is necessary to develop AI human resources. From popularizing knowledge to providing in-depth training for experts. He appreciated the role of the VinFuture Foundation in creating a forum for connecting knowledge and promoting international discussions on AI.
