According to Mr. Tran Le Hong - Deputy Director of the Intellectual Property Office - Ministry of Science and Technology, by the end of May 2026, ministries, branches, and localities have detected 1,438 cases of intellectual property rights infringement; administratively handled 1,146 cases, prosecuted 28 cases. Total fines reached 12.6 billion VND, the value of violating goods is nearly 36 billion VND.
The Deputy Director of the Intellectual Property Office said that reality also sets a requirement to maintain regular inspection activities, instead of just focusing on each campaign.
Regarding the online environment, the Ministry of Science and Technology proposed to continue to improve regulations on e-commerce and administrative violation penalties in the direction of increasing deterrence, and at the same time review and amend the provisions of the Penal Code, the Law on Handling of Administrative Violations, the Customs Law and related documents to meet the requirements of handling new violation methods, especially acts of taking advantage of social networks and online platforms to trade in goods infringing intellectual property rights.
The Ministry of Science and Technology also identified the application of data and technology as one of the key solutions. Accordingly, the ministry is presiding over and coordinating with the Ministry of Public Security and relevant agencies to build a National Database on the enforcement of intellectual property rights, integrating information on administrative and criminal handling cases, appraisal results, typical cases and data on intellectual property rights objects. The system is expected to support law enforcement forces to search, share, and compare information faster, thereby improving the effectiveness of detecting, monitoring and handling cases of inter-territorial nature or shifting from a direct environment to an online environment.
From May 7 to June 24, 2026, functional agencies have prevented access to 2,102 violating websites, including 21 sales websites showing signs of infringing industrial property rights. This result shows that the work of handling violations in the digital environment needs to be maintained regularly, and at the same time associated with the completion of the legal corridor and modern management tools to meet the increasingly sophisticated trend of violations.
