The 2-level local government model not only sets out the requirement of streamlining the apparatus but also requires the political system at the grassroots level to operate uniformly and effectively.
In Quang Ninh, the model of Party cell secretary concurrently being a village and neighborhood head according to the motto "People trust, Party appoints" continues to show clear effectiveness in operating and organizing the implementation of tasks in residential areas, according to the Quang Ninh Electronic Information Portal (TTĐT).
Currently, the whole province maintains 1,452/1,452 villages and neighborhoods holding Party cell secretaries concurrently as village and neighborhood heads for the term 2025 - 2027. Personnel selection is carried out democratically and publicly, focusing on capacity, prestige and team rejuvenation. More than 54% of officials have professional qualifications from intermediate level or higher, of which 23% have university degrees.
Reality shows that when the leadership role of the Party cell and the management of residential areas are unified in one focal point, the implementation of tasks becomes smoother. Issues arising are handled quickly, with clear responsibilities, limiting overlap in management.
In Van Don special zone, 100% of Party cell secretaries continue to be village and neighborhood heads at the same time. Although the area is large and the population is dispersed on islands such as Thang Loi, Ngoc Vung, Ban Sen, the model still promotes clear effectiveness.
In neighborhood 1 alone, the locality has organized 9 propaganda conferences with more than 720 participants to create consensus in implementing the 2-level local government model. After the model went into operation, the neighborhood mobilized 13 households to donate land to open roads, mobilized nearly 65 million VND for socialization of urban embellishment, building internal roads, installing security cameras and lighting. The rate of cultural families reached 97.1%; security and order were maintained continuously for 12 months.
Mr. Dam Cong Thanh - Secretary of the Party Cell, Head of Quarter 1 - said that previously a task usually took 5-7 days to process through many stages of exchange. After implementing the concurrent model, the resolution time is reduced to 2-3 days, equivalent to a reduction of about 50%.
Along with improving operational efficiency, the model also contributes to innovating Party activities at the grassroots level. In Van Don, the rate of party members participating in activities reached over 97%; about 90% of party members use the "Electronic Party Member Handbook".
According to Mr. To Van Hai - Standing Deputy Secretary of the Party Committee of Van Don Special Zone - although grassroots cadres are under great pressure due to the large area, high digital transformation requirements and the majority of cadres are old, the team of Party cell secretaries who are also village and neighborhood heads still promotes the role of political core at the grassroots level, maintaining local stability and consolidating the great national unity bloc.
In Hong Gai ward, the model continues to promote the role of a bridge between the Party, government and people. People agree to donate land, support site clearance to implement hundreds of projects with tens of thousands of square meters of land and many auxiliary works, with a total value of hundreds of billions of VND.
The rate of households participating in movements in residential areas reached 98%; the rate of civilized urban streets reached 98%; the number of violations of security and order decreased by 15% compared to before. The rate of completing tasks in the neighborhood reached 98%, an increase of 10%; the number of cases resolved promptly at the grassroots level reached 92%, an increase of 12%; the rate of Party cells completing tasks well or better reached 95.45%. In 2025, Hong Gai ward ranked second in the province in the DGI index.
The above results show that the "People trust, Party nominates" model is contributing to consolidating the political system at the grassroots level, improving the effectiveness of local governance and increasing people's trust in the Party and government.
