3. How to determine the bonus amount
Based on the performance reports of individuals in the unit, the head of the employing unit shall evaluate and score the extraordinary performance of each individual according to Form No. 02 attached to this Regulation. The score is based on the following main criteria: (1) the level of difficulty, complexity, and professional qualifications required for the assigned task; (2) the quality of the completed product and work; (3) the progress of completion (achieved/exceeded); (4) the effectiveness, spread, and positive effects of the product and work; (5) the level of participation of the individual in implementing the task.
The evaluation and scoring results of the head of the employing unit are the basis for proposing bonus levels for each individual according to the provisions of Clause 4 of this Article.

In addition, Form No. 02 attached to the Regulation issued with Decision 786/QD-BNV in 2024 also provides detailed regulations on evaluation criteria and evaluation scale for exceptional work achievements of individuals belonging to agencies and units of the Ministry of Home Affairs.
Therefore, the 5 criteria for evaluating and scoring extraordinary bonuses for individuals working at agencies and units under the Ministry of Home Affairs are detailed as follows:
(1) Level of difficulty, complexity, and professional requirements of the assigned task:
- Difficult and complicated tasks, requiring high professional qualifications and skills (drafting Laws, Ordinances, Decrees, Resolutions of the National Assembly, Resolutions of the National Assembly Standing Committee, Joint Resolutions between the Government and the Presidium of the Vietnam Fatherland Front Central Committee, Decisions of the Prime Minister, Circulars; Programs, Projects, Reports submitted to the Politburo, the Party Central Committee, the National Assembly, the Government...).
- Other tasks within the state management field of the Ministry of Home Affairs.
(2) Quality of products and completed work:
- Products and work completed at an excellent level; have breakthrough and creative solutions in implementation.
- Products and work completed at an excellent level.
(3) Progress of product and work completion
- Completed ahead of schedule.
- Complete on schedule.
(4) Effectiveness, spread, positive effects of products and work:
- Products and work bring practical value and efficiency, positively impacting the results of the implementation of the common tasks of the Ministry of Home Affairs and the Home Affairs sector.
- Products and work bring practical value and efficiency, positively impacting the performance of the unit's tasks.
(5) Level of individual participation and contribution in task implementation:
- Individuals directly involved in implementing the task.
- Individuals not directly involved in implementing the task.
