In recent days, in some communes and wards in Da Nang, many people receiving monthly pensions and social insurance (BHXH) allowances have reported being contacted by post office staff, requesting coordination to verify personal information, place of residence, status of enjoying benefits or authorization to receive on their behalf.
What worries many elderly people is that they do not clearly understand what this procedure is, whether it is mandatory to do it immediately or not, if verification is delayed, will the next month's pension be stopped from being paid or affected.
A fairly common situation is that pensioners are old, have weak health, and are living with their children and grandchildren but still receive money through bank accounts. When a post office employee contacts to verify, the family wonders whether it is necessary to take the elderly to the payment point to sign confirmation. In some other cases, beneficiaries who are being treated for illness, have left their place of residence for a period of time or authorize their children and grandchildren to receive it instead are also worried about whether the old authorization certificate is still valid.
Talking to Lao Dong Newspaper, Mr. Nguyen Hung Anh - Deputy Director of Da Nang City Social Insurance said that in response to opinions and feedback related to the City Post Office's implementation of verifying beneficiary information, the City Social Insurance has sent documents to the People's Committees of communes and wards in the area to coordinate in propaganda and clear dissemination to the people.
According to Da Nang Social Insurance, the verification of beneficiary information is carried out in accordance with the provisions of the 2024 Social Insurance Law. This is not an arbitrary occurrence, but a content in payment management to promptly update changes in beneficiaries, such as changes in residence, beneficiary status, form of receiving money or authorized person.
The goal of verification is to ensure safe payment, to the right people, according to regulations, limiting the situation of incorrect and duplicate payments, payments to people who no longer have sufficient conditions to enjoy; and at the same time improve the quality of service to the people.
Relieving worries
The point emphasized by Da Nang Social Insurance is that verifying information does not affect the legitimate right to enjoy pensions and social insurance allowances of the people.
In other words, beneficiaries should not understand that as soon as there is a request for verification, the pension will be stopped, or if it has not been verified in a short time, the regime will be cut. According to regulations, the temporary suspension of receiving pensions and monthly social insurance allowances only applies to a number of specific cases such as beneficiaries illegally leaving the country, being declared missing by the court or not being able to verify beneficiary information as prescribed.
For people living normally in the locality, with clear information, receiving benefits through personal accounts or receiving directly in accordance with regulations, verification is mainly aimed at updating, comparing, and completing data. People need to coordinate to provide truthful and accurate information, but should not be confused by incomplete understandings.
Regarding the authorization to receive pensions and monthly social insurance allowances, Da Nang Social Insurance said that new regulations clearly state that in cases of authorizing the receipt of pensions, social insurance allowances and other regimes according to the Law on Social Insurance, the authorization document is valid for a maximum of 12 months from the date of establishment. The authorization document must be certified according to legal regulations.
For power of attorney documents established from July 1, 2025 onwards, the maximum term is 12 months from the date of signing. In case the power of attorney document was established according to the provisions of the 2014 Social Insurance Law before July 1, 2025, it will continue to be implemented until the end of June 30, 2026.
This regulation is especially related to elderly beneficiaries, people with disabilities, difficult travel, who are authorizing their children or relatives to receive on their behalf. Da Nang Social Insurance requests localities to disseminate information carefully so that people know the validity of the power of attorney, proactively redo it when it expires, and avoid problems at the time of receiving money.
The City Social Insurance also informed that the City Post Office is the unit coordinating the payment of social insurance and unemployment insurance benefits and supporting the verification of beneficiary information under the authorization contract with the Social Insurance agency. When deploying at the grassroots level, the postal force needs to clearly inform the legal basis, purpose, time, and implementation method to avoid causing misunderstanding among the people.
Da Nang Social Insurance requests the People's Committees of communes and wards to coordinate propaganda on the radio system, through villages, residential groups, and blocks; guide people receiving pensions and social insurance allowances to verify information and prepare power of attorney documents in accordance with regulations.
Leaders of Da Nang Social Insurance emphasized that the general spirit is to serve beneficiaries better, ensure the safety of the social insurance fund but not create more pressure or inconvenience for people. For cases of old people, sick people, lonely people or people who are uncomfortable to travel, functional agencies and paying units need to have flexible ways of doing things, provide guidance on the spot, and clearly explain to reassure people.
