Ms. Nguyen Thi Thuy (character's name has been changed) is currently the Party cell secretary and head of a department at a college (under the Provincial People's Committee).
In October 2020, an official in the department gave birth to a third child. In November 2021, that official was disciplined by the Party with a reprimand (for violating population regulations).
In 2021, the party membership classification of that official was "Not completing the task", the department's party cell only achieved "Completing the task". Ms. Huong was implicated because she was the Party Cell Secretary, so she also only achieved "Completing the task".
Ms. Huong believes that the fact that an officer in the unit violated population regulations (not a professional violation) and the department head was jointly responsible is unreasonable because the department head cannot intervene in the birthing process of an officer in the unit.
"I really hope to get an answer as to whether in this case I am qualified to be classified as having completed the task well?" - Ms. Huong requested.
Regarding Ms. Huong's reflection and recommendation, the Ministry of Home Affairs said: Regarding the criteria for assessing and classifying the general quality of cadres, civil servants, and public employees in leadership and management, stipulated in Point a, Clause 5, Article 3 of Decree No. 90/2020/ND-CP dated August 13, 2020 of the Government on assessing and classifying the quality of cadres, civil servants, and public employees, stipulating the results of performing assigned duties and tasks.
For officials, civil servants, leaders and managers:
Thoroughly grasp, institutionalize and implement the Party's guidelines and policies, the State's policies and laws at agencies, organizations and units;
Maintain discipline and order in agencies, organizations and units; do not allow disciplinary violations and violations of the law to be handled, and do not allow complaints and denunciations to continue; prevent and combat corruption and waste within agencies, organizations and units;
Lead, direct, organize inspection, supervision, and resolve complaints and denunciations according to authority; direct and implement administrative reform, reform of the public service and civil servant regime at agencies, organizations, and units;
Develop annual programs and action plans for the agencies, organizations and units assigned to manage and be in charge, clearly defining the results of implementing targets and tasks, quantifying them with specific products.
Besides, the evaluation and classification of party members and party organizations are carried out consistently according to the regulations and guidelines of the Party.
The Ministry of Home Affairs requested Ms. Huong to contact the relevant competent authority to have her questions answered.
