Adding many civil servant rank rates from August 15, 2024
According to Clause 2, Article 1, Circular 04/2024/TT-BNV, adding Articles 2a, 2b, 2c and 2d after Article 2, Circular 13/2022/TT-BNV stipulates the ratio of civil servant ranks as follows :
Proportion of civil servant ranks of agencies, organizations, units belonging to, directly under ministries, and ministerial-level agencies:
- For department-level and equivalent organizations belonging to ministries and ministerial-level agencies:
+ Senior specialist and equivalent rank: Maximum 40%;
+ Main specialist and equivalent rank: Maximum 40%;
+ Specialist and equivalent, officer and equivalent, employee and equivalent: Percentage (%) of the remaining ranks.
- For organizations belonging to or directly under the General Department:
+ For department-level and equivalent organizations under the general department
+ Senior specialist and equivalent rank: Maximum 30%;
+ Main specialist and equivalent rank: Maximum 50%;
+ Specialist and equivalent, officer and equivalent, employee and equivalent: Percentage of remaining ranks.
- For organizations under the general department, organized locally according to vertical branches
+ Main specialist and equivalent rank: Maximum 40%;
+ Specialist and equivalent, officer and equivalent, employee and equivalent: Percentage of remaining ranks.

Standards for promotion to level II of administrative officers from August 15, 2024
According to the provisions of Clause 1, Article 3 of Circular 05/2024/TT-BNV, the standards and conditions for administrative officials to be considered for promotion to rank II include:
- Standards and conditions specified in Clause 1, Article 32 of Decree 115/2020/ND-CP (amended Clause 16, Article 1 of Decree 85/2023/ND-CP).
- The job position project of the public service unit is developed and approved in accordance with the provisions of law with the job position of the official position being considered for promotion;
- Appointed by a competent authority to be considered for promotion;
- Have held the position of specialist or equivalent for 9 years or more (excluding internship and probationary periods). In case the period is equivalent to the specialist title, the period of holding the specialist title is at least 1 year (full 12 months) up to the deadline for submitting the application for promotion consideration (if there is a period of holding the position). If the specialist's name is not continuous, it will be accumulated);
- During the period of holding the position of specialist or equivalent, the competent authority appointing candidates for promotion must confirm in writing (attached with the dossier) having one of the following scientific tasks:
+ Participate in developing regulations, regulations, and technical processes in the industry, field, agency, and unit where you work that have been promulgated and certified by the head of the assigned agency or unit;
+ Participate in science and technology tasks from grassroots level up that have been accepted and evaluated as satisfactory;
+ Participate in developing projects and legal documents that have been issued and certified by the head of the assigned agency or unit;
- While holding the position of specialist or equivalent, have one of the following work achievements:
+ Have achievements in performing professional tasks and receive certificates of merit from ministries, departments, branches, provinces or higher;
+ Have at least 2 years of work that has been evaluated and graded for excellent completion of tasks.
