Article 2 of Decree 77/2021/ND-CP stipulates: This Decree applies to teachers who are teaching and educating in public educational institutions and academies, schools, and centers providing training and development tasks under state agencies, political organizations, and socio-political organizations that have been transferred and salary-arranged according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees, and armed forces, including:
1. Teachers include civil servants in the education and training sector (using codes with initials V.07) and civil servants in the vocational education sector (using codes with initials V.09) on the salary list approved by competent authorities, who are teaching and educating in public educational institutions with operating expenses from the State (including revenue from the State budget and career revenue sources according to the provisions of law).
2. Teachers on the salary payment list approved by competent authorities are teaching, guiding practice and experimentation at training vessels, workshops, stations, schools, schools, practice centers, laboratories, department rooms of general education institutions, continuing education institutions, vocational education institutions, public higher education institutions.
3. Subjects not specified in Clause 1 and Clause 2 of this Article who keep codes with the initials V.07 and V.09 are not eligible for seniority allowances for teachers.
Thus, the above subjects are entitled to seniority allowances for teachers in 2025.
