The Government has issued Decree No. 103/2025/ND-CP stipulating a number of general policies for employees in core defense industry facilities and core security industry facilities, effective from July 1, 2025.
Accordingly, employees in the core defense and security industry are enterprises that enjoy policies on special wages and allowances; support on salaries and allowances when the enterprise does not ensure production and business results; health care for employees; policies for female employees who are pregnant or raising children under 36 months old.
Workers in core defense industry establishments and core security industry establishments are subject to salary policies such as for employees in enterprises directly serving defense and security according to the provisions of the law on enterprises.
Regarding policies on special allowances, the Decree clearly states:
Workers who are officers, professional soldiers, defense workers, defense officials at core defense industrial facilities; people working in key defense industrial facilities producing products and equipment for basic activities; officers and non-commissioned officers receiving salaries, police workers working at core security industrial facilities are entitled to special allowances according to the provisions of the Appendix issued with this Decree;
Employees who are contract workers signed labor contracts by core defense industry establishments and core security industry establishments in accordance with the provisions of law, arranged according to the defense and security production line are entitled to special allowances. core defense industry facilities, core security industry facilities build special allowances for contract workers at this point to ensure correlation with beneficiaries at Point a of this Clause and include them in the salary scale, salary table, and salary allowance table of enterprises;
The cost of paying special allowances to employees according to the above regulations is included in the cost of the product but is not used to calculate social insurance and health insurance contributions.
The State supports the budget to ensure sufficient salaries and special allowances for employees in cases where production and business results do not ensure sufficient salaries according to positions, titles, ranks, ranks and special allowances.
