The goal of the plan is to pilot the development of a social security payment mechanism and a social security payment support level in Hanoi, to ensure the correct implementation of the Government's policy in Directive No. 21/CT-TTg, dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments; at the same time, in line with current payment practices in Hanoi, contributing to ensuring the lives of social security beneficiaries.
Social security beneficiaries include people with meritorious services to the country, vulnerable people such as the elderly, people with disabilities, people with poor health and cognitive difficulties. The pilot content will be implemented from 2025 until there are specific regulations from the Central Government on payment costs throughout Hanoi, with 2 forms:
Cash payment: applied to cases of force majeure, no bank account.
Cashless payment: through bank accounts or non-cash payment methods according to the provisions of law and the State Treasury system.
Previously, the Hanoi People's Committee issued a decision on the operating regulations of the Steering Committee for the implementation of social insurance and health insurance policies in the area, on the principle of publicity, transparency, democratic centralism, clear people - clear work - clear responsibilities - clear results, one thing in one unit throughout. The Steering Committee is responsible for advising and assisting the Hanoi People's Committee in implementing the direction of the City Party Committee and the Standing Committee of the City Party Committee on social insurance and health insurance policies.
